📋 Description

• Serve as the primary Power BI developer for the program • Design, develop, and maintain complex dashboards and interactive reports communicating training burden, compliance, and workforce development metrics to VHA senior leadership • Create advanced data visualizations using Power BI and Python, applying visual design, accessibility, and usability best practices • Create and maintain reporting-ready data models specifying fields, data types, calculated values, and data sources from TMS 2.0, HRSmart, SharePoint, and custom .NET applications using SQL Server data stores • Collaborate with data engineering and Power Platform teams on data model architecture and alignment between SQL Server/Power Platform logic and Power BI visualizations • Document visualization processes; maintain version control; develop technical documentation, SOPs, and governance artifacts • Deliver train-the-trainer sessions supporting stakeholder adoption and audit readiness • Build and maintain standard templates, custom reports, and executive dashboards for KPIs such as training completion trends, compliance gaps, and workload-per-FTE metrics • Perform quality checks on visual outputs before delivery to VHA leadership • Update dashboards in response to feedback, new data sources, and evolving reporting requirements • Support ad hoc and rapid-response reporting requests • Lead UAT and validation for dashboards; develop test cases and coordinate defect and change-request resolution • Assume Quality Assurance responsibilities as needed • Ensure dashboards meet VA security, FISMA, and Section 508 (WCAG 2.0 AA) accessibility requirements • Communicate insights to non-technical audiences and continuously improve dashboard design and functionality

🎯 Requirements

• Bachelor's degree in data science, computer science, statistics, information systems, or a related quantitative field • 8+ years of experience in data analytics or business intelligence • Deep, demonstrated expertise in Power BI dashboard design and development • Expert-level proficiency in DAX, Power Query (M), Power BI data modeling, and advanced visualization techniques, including custom visuals, bookmarks, drill-through, tooltips, and row-level security • Portfolio demonstrating executive-caliber dashboard design • Experience building reporting-ready data models from large, complex, multi-source datasets • Experience with Microsoft SQL Server and the Power Platform, including Power Automate and Power Apps • Ability to translate large, technical, multi-dimensional datasets into clear, polished, executive-ready visualizations for non-technical, senior-level audiences • Familiarity with federal data governance and accessibility standards, including FISMA, data security requirements, and Section 508 (WCAG 2.0 AA) • Experience collaborating with program managers, developers, and researchers, and presenting to non-technical executive stakeholders • U.S. Government security-clearance eligibility; only U.S. Citizens are eligible for a security clearance • Desired: VA/VHA data and reporting systems experience; familiarity with TMS 2.0, HRSmart, or SharePoint Online; workload, capacity, or burden-reduction analysis experience; HCD, HSI, or UX knowledge; Python or R; custom JSON formatting for SharePoint list views; master's degree
