📋 Description

• Coordinate and oversee a portfolio of USPS IT modernization programs and projects within the program management office • Advise program leadership with portfolio-level insights on schedule, cost, risk, dependencies, technical fit, and business value • Develop and maintain integrated master schedules and multi-year roadmaps reflecting technical dependencies and USPS operational windows • Build and manage program-level dashboards, primarily in Power BI, covering status, risks, issues, technical debt, capacity utilization, and performance metrics • Conduct resource and capacity planning; recommend staffing models, sequencing, and program-level tradeoffs • Maintain consolidated risk, issue, and dependency registers, emphasizing technology and business continuity risks • Support requirements decomposition and solution planning aligned with business requirements, architecture, security, and implementation plans • Coordinate with enterprise architecture, cybersecurity, operations, data, and vendor teams to align initiatives with USPS technical standards • Analyze delivery performance and recommend improvements to governance, processes, and tooling • Prepare executive briefings, decision papers, and portfolio summaries for USPS CIO leadership and senior IT/business leaders • Mentor junior PMO and project staff on enterprise program management, portfolio reporting, and CIO-level stakeholder engagement • Ensure PMO processes and artifacts adhere to USPS policies, federal IT and cybersecurity requirements, and LMI quality standards

🎯 Requirements

• Bachelor's degree in Information Systems, Computer Science, Engineering, Business, or related field; advanced degree preferred • 8–10+ years of experience in IT program/project management, PMO operations, or IT consulting, including several years supporting a CIO or enterprise IT directorate • Experience as a senior consultant or lead PMO practitioner on large-scale federal IT modernization, digital transformation, or enterprise technology programs • Experience operating within a formal IT PMO or CIO office, including governance, standardized processes, portfolio management, and executive reporting • Experience developing and managing integrated master schedules, roadmaps, and portfolio dashboards for complex, multi-system, multi-vendor environments • Familiarity with enterprise architecture concepts, including cloud/hybrid/on-prem, integration patterns, and data architecture • Experience with federal acquisition and IT contracting, including task orders, IDIQs, and CLINs • Strong relationship-building, influencing, written communication, and verbal communication skills • Strong analytical and problem-solving skills; ability to distill complex technical and program data into executive-ready insights and recommendations • Advanced skills with Microsoft Power BI, Power Apps, Project, Excel, Word, Outlook, PowerPoint, and Visio • Experience working in distributed, cross-functional environments involving architecture, cybersecurity, development, operations, and vendor partners • Deep understanding of project management fundamentals and their application to IT modernization, agile delivery, and DevSecOps practices • Must be able to obtain a Position of Public Trust Clearance • Must be a US Citizen or Permanent Resident (Green Card Holder); Green Card holders must have resided in the US for the last 5 years and must not have traveled outside the US for a combined total of 6 months during that time • PMP certification preferred • CSM or equivalent agile certification preferred • Experience or certification in SAFe, Prosci, Lean Six Sigma, CPBA, or LUMA Human-Centered Design preferred • Working knowledge of Digital.ai (VersionOne) or similar agile lifecycle tools, ServiceNow, AppDynamics, Splunk, GitHub, OpenText ALM, MS Power Suite, SDLC, agile, and DevSecOps preferred
