• Act as the primary day-to-day commercial interface with the client during design and construction • Provide cost planning, estimating, forecasting, and cost-plan presentations at key milestones • Establish and maintain cost control, change management, and commercial governance processes • Estimate, review, negotiate, and manage construction change orders • Review contractor and subcontractor pricing for accuracy, entitlement, and value for money • Manage contingency, commitment tracking, cost-to-complete forecasting, and cost variance analysis • Perform post-contract quantity surveying, cost control, valuations, payment certification, cost checks, and commercial audits • Review contractor submissions and provide written commentary and executive summaries • Administer cost and commercial contract aspects • Negotiate, agree, and close out final accounts • Compile built-cost data and benchmarking records • Collaborate with owners, project managers, design teams, and contractors on cost development and design progression • Assess and communicate cost, risk, and schedule impacts to inform engineering and design priorities • Coordinate cost data from general contractors, subcontractors, suppliers, direct procurement, and A/Es • Participate in value engineering and design optioneering • Prepare funding data, executive cost presentations, reports, monthly cost forecasts, and commercial dashboards • Support commercial management of electrical distribution, utility upgrades, MEP-heavy buildings, site and civil packages, phased construction, EV charging, and fleet-support infrastructure • Manage cost and change implications of phased delivery, fast-track construction, and evolving operational requirements • Manage commission financial performance, margins, and resource forecasting using internal systems • Implement Turner & Townsend business management systems and delivery methodologies • Coach and mentor junior staff • Adhere to applicable SOX control responsibilities
• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction discipline • 5+ years of relevant experience in cost management or quantity surveying within the construction industry • Experience delivering cost management services on medium to large, complex construction projects • Experience ideally in mission-critical, industrial, infrastructure, or campus-scale environments • Construction consultancy or client-side cost management background strongly preferred • Strong knowledge of construction contracts, procurement routes, valuations, change control, and final account processes • Experience supporting MEP-intensive works, infrastructure packages, and utility-driven construction scope • EV sector experience preferred but not required • RICS accreditation or progress toward chartership preferred • Excellent written and verbal communication skills • Confidence engaging senior stakeholders
