📋 Description

• Conduct research and synthesize information into clear written products supporting the U.S. Coast Guard Office of Maritime Law Enforcement Policy and the MSAFE Report to Congress • Conduct open-source and agency-informed research • Interview subject matter experts and accurately summarize findings • Analyze complex information and produce practical recommendations • Handle sensitive interagency information appropriately • Collaborate with the MSAFE Report to Congress Task Group • Collect, analyze, and compile data concerning IUU fishing • Develop recommendations and draft a consolidated report for government feedback • Assist with draft changes throughout the final clearance process • Maintain close communication with the MSAFE Report to Congress Task Group • Participate in weekly calls with MLE to discuss progress, review documents, and plan next steps • Meet with the COR within 24 hours of a request to present deliverables, discuss contract status, exchange information, and resolve emergent technical issues • Convert fragmented agency inputs into a coherent final report

🎯 Requirements

• Bachelor’s degree in the natural sciences or related field • Minimum of 6–8 years of professional experience in maritime policy, research, and analysis • Expertise analyzing sources of information and producing clear written reports • Technical review and writing experience • Knowledge of marine fisheries legislation, particularly the Maritime Security and Fisheries Enforcement Act • Knowledge of maritime policy, research, and analysis • Ability to conduct open-source and agency-informed research • Ability to collect, assess, synthesize, and present information from MSAFE agencies, subject matter experts, embassies, public sources, and other approved sources • Ability to analyze complex sources of information and produce clear written reports • Ability to interview subject matter experts and accurately summarize findings • Ability to develop practical recommendations based on research and analysis • Ability to appropriately handle sensitive interagency information • Ability to collaborate closely with Government and interagency stakeholders • Ability to integrate fragmented information and agency inputs into a cohesive final report
