• Support the Program Manager in planning and executing USACE Recurring Maintenance and Minor Repair task-order projects • Lead project teams to complete work on time and within budget • Manage project management, safety, quality, billing, schedules, budgets, and contract requirements • Facilitate information flow between clients and project teams • Oversee service-order development and technical review of scopes of work • Ensure health and safety plans and quality plans are developed and followed • Monitor the computerized maintenance management system for service orders • Coordinate service-order execution with managers, coordinators, schedulers, and maintenance personnel • Review schedules, conduct project meetings, and ensure adequate project resources • Manage subcontractors involved in military fueling-system maintenance and repairs • Monitor contract budgets, funding, invoices, revenue, expenses, and financial records • Assist with proposals, presentations, reports, client visits, and prospective-client activities • Develop and maintain customer and client relationships • Attend award and kickoff meetings and coordinate initial site visits • Conduct meetings with government representatives and subcontractors • Provide client updates on high-priority and high-risk repairs • Perform site visits, field quality and safety audits, analyze audit data, and implement corrective actions • Review work products for quality and compliance with client scopes and company standards • Prepare responses to government letters of concern, cure notices, and contractual issues • Prepare annual reviews and mentor and develop subordinate staff
• Seven years of project management experience, or certification in a technical area, engineering, or equivalent field • Contract administration or support experience, including quality oversight, financial accountability, or technical review • Bachelor’s degree from a four-year college or university OR five to ten years of post-secondary education/military service and experience in the DoD/Civilian fuels environment • Experience in the DoD/Civilian fuels industry preferred • General Services Administration contract administration or support experience preferred • Proficiency in Microsoft Office, including Word, Excel, Database, PowerPoint, and Project • Ability to use or learn QuickBase, eMaint, MaintainX, Timberland, and/or other information and scheduling software • Project Management Professional (PMP) certification preferred • Ability to read and interpret government contract language in Performance Work Statements and firm-fixed-price contracts • Ability to use mathematical concepts including fractions, percentages, ratios, and proportions • Ability to understand accrual accounting for billing and revenue • Written and verbal communication proficiency • Supervisory, interpersonal, management, mentoring, performance-review, and goal-setting abilities • English proficiency, written and verbal • Successful pre-employment federal background check, MVR, and drug screen • Compliance with company drug and alcohol policy • Authorization to work in the United States by the start date • Ability to lift 25 pounds and perform required sitting, standing, walking, computer, vision, and physical tasks • Reliable transportation, current valid driver’s license, and proof of insurance • Ability to obtain and maintain a Common Access Card • Ability to obtain basic security clearances if required • Ability to wear required field safety equipment
