πŸ“‹ Description

β€’ The Procurement Specialist is responsible for administering and coordinating procurement activities in support of federal construction projects. β€’ Manage the procurement lifecycle for construction materials, equipment, subcontractors, and professional services while ensuring compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific requirements, and company policies. β€’ Work closely with project management, estimating, operations, contracts, finance, and external vendors to procure quality goods and services that support project schedules, budgets, and contractual obligations. β€’ Develop and maintain strategic relationships with government agencies, prime contractors, subcontractors, suppliers, and small business partners. β€’ Coordinate procurement activities for construction materials, equipment, subcontractors, and professional services in accordance with company policies and applicable government regulations. β€’ Prepare, issue, and administer Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bid (IFBs), and other solicitation documents. β€’ Manage competitive bidding processes, including bid solicitation, bid tabulation, commercial evaluation, and vendor recommendation. β€’ Evaluate supplier and subcontractor proposals for pricing, technical capability, schedule, quality, and contractual compliance. β€’ Negotiate pricing, commercial terms, delivery schedules, service agreements, and subcontract terms while protecting the Company's contractual and business interests. β€’ Prepare purchase orders, subcontract agreements, modifications, and procurement documentation. β€’ Coordinate material deliveries and subcontractor mobilization to support project schedules. β€’ Maintain procurement files and documentation in accordance with company record retention policies and government audit requirements. β€’ Monitor supplier and subcontractor performance and assist in resolving procurement, contract administration, delivery, quality, and payment issues. β€’ Identify, evaluate, and prequalify vendors and subcontractors for federal construction projects. β€’ Develop and maintain qualified supplier and subcontractor databases. β€’ Collaborate with internal departments to improve procurement systems, workflows, and operational efficiency. β€’ Provide guidance and training to project teams regarding procurement policies, subcontract administration, and regulatory compliance.

🎯 Requirements

β€’ Bachelor’s Degree in Business Administration, Supply Chain Management, Construction Management, or a related field, or equivalent combination of education and experience. β€’ Minimum of 3 years of procurement, purchasing, subcontract administration, or contract management experience, preferably supporting federal construction projects. β€’ Experience administering procurements under federal government contracts. β€’ Knowledge of construction procurement methods, subcontract administration, and purchasing practices. β€’ Proven negotiation and problem-solving skills. β€’ Excellent communication and relationship-building abilities.
