📋 Description

• Lead development of a multi-year strategic plan for a water and wastewater utility • Facilitate planning sessions with utility leaders and staff • Assess organizational priorities and connect long-term goals with day-to-day execution • Review existing plans, organizational information, performance measures, and operational and financial documents • Interview utility leadership and key stakeholders • Design and facilitate strategic planning workshops with leadership, staff, and governing officials as appropriate • Establish priorities across service reliability, infrastructure investment, financial sustainability, workforce capacity, and customer service • Write the strategic plan, including goals, objectives, initiatives, and performance measures • Develop an implementation roadmap with responsibilities, timelines, and progress tracking • Present the plan and incorporate feedback into final deliverables

🎯 Requirements

• Direct experience leading strategic planning engagements for water or wastewater utilities • Strong facilitation skills, including experience building agreement among stakeholders with different priorities • Understanding of the operational, infrastructure, financial, and workforce challenges facing public utilities • Ability to translate stakeholder input and supporting evidence into a clear, practical written plan • Experience developing implementation roadmaps and performance measures that utility staff can maintain • Experience presenting strategic plans to utility boards, city councils, or other governing bodies is preferred
