📋 Description

• Develop and oversee detailed program work plans, timelines, milestones, resources, risks, mitigation strategies, and staffing needs • Manage program implementation in alignment with objectives, contractual obligations, budgets, and timelines • Coordinate activities across internal teams, delivery partners, and stakeholders • Manage the day-to-day relationship with the delivery partner and ensure deliverables, timelines, and service standards are met • Facilitate partner check-ins, planning sessions, and issue-resolution discussions • Oversee multiple program cohorts, employer participation, and key activities • Prepare, monitor, and forecast program budgets and ensure compliance with funder requirements and ICTC policies • Monitor performance, deliverables, and KPIs and implement corrective actions • Support employer recruitment, outreach, engagement, and enrollment targets • Develop program promotion, stakeholder communications, and participant engagement activities with communications and marketing teams • Lead program governance, steering committee meetings, partner check-ins, and internal planning sessions • Coordinate data collection and documentation for monitoring, evaluation, impact measurement, and continuous improvement • Prepare funder reports, progress updates, briefing materials, and reporting deliverables • Provide program updates, analysis, and recommendations to senior leadership • Manage relationships with employers, industry stakeholders, government representatives, workforce development organizations, and ecosystem partners • Represent ICTC at industry events, conferences, employer briefings, and networking activities • Develop strategic partnerships and identify opportunities for program growth, sustainability, renewal, and expansion • Support proposal development, partnership development, and future funding opportunities • Lead, coach, and coordinate program staff, facilitators, contractors, and subject matter experts • Support workforce planning, recruitment, onboarding, training, retention, performance management, and professional development • Establish team objectives, performance expectations, roles, responsibilities, and OKRs • Foster a collaborative, inclusive, high-performing team culture • Manage staff schedules, workloads, priorities, and resource allocation • Support change management and cross-departmental collaboration • Collaborate with the Evaluation and Impact team and delivery partner on program data, metrics, feedback, surveys, interviews, and reporting • Review performance data and stakeholder feedback to identify risks, opportunities, and continuous improvement recommendations

🎯 Requirements

• Post-Secondary Education degree with a specialization in Business Administration, Project/Program Management, Public Administration, or a related field • 5-7 years of relevant experience in program management, workforce development, economic development, or a related field • Experience managing complex programs, including budgets, partnerships, multiple priorities, and ambitious timelines • Experience delivering government-funded programs and meeting reporting and compliance requirements • Experience engaging employers, SMEs, and external stakeholders • Strong people management and leadership skills • Excellent organizational, project management, communication, and stakeholder management skills • Strong attention to detail, with experience in reporting, documentation, and performance tracking • Ability to work independently and effectively in a fast-paced and evolving environment • Knowledge and experience with business growth and development, especially in the public and not-for-profit sectors • Knowledge of business and management principles involved in strategic planning and program development • PMP, PMI-ACP, or another recognized project/program management certification is a strong asset • Experience working in the not-for-profit sector is an asset • Experience working with employers in the manufacturing and/or automotive sectors is a strong asset • High integrity, good judgment, confidentiality, and ethical compliance • Ability to work with remote teams across Canada • Commitment to diversity and inclusion
