📋 Description

• Develop BUILDER program reports, briefings, and dashboards for NOAA leadership • Plan and coordinate assessment cycles, data updates, work plan releases, and facility manager coordination • Consolidate multi-region program data into recommendations and enterprise-level investment summaries • Analyze Facility Condition Index trends, degradation patterns, lifecycle models, risk scores, and cost projections • Evaluate data quality, inspection processes, and program execution • Track post-project lifecycle performance and validate cost inputs and degradation parameters • Support NOAA BUILDER policies and data-governance standards • Contribute to SOPs and documentation for data maintenance, QA/QC, and work plan development • Translate field-team observations into policy updates and continuous improvement mechanisms • Recommend resource allocations for BUILDER work plans and assessments • Assist with maintenance and capital program budgets • Analyze the effect of cost book modifications on funding requirements • Monitor BUILDER data accuracy, completeness, compliance, and integration • Identify anomalies, trends, and data gaps and recommend corrective strategies • Oversee QA/QC logs, annual assessment reports, and program-wide data quality findings • Coordinate communication among NOAA leadership, facility managers, BUILDER specialists, and regional site teams • Incorporate O&M updates, completion reports, and as-builts into BUILDER • Track project execution and maintain accurate, current BUILDER statuses

🎯 Requirements

• Bachelor’s degree in engineering, architecture, or data analytics with 4 years’ experience • Experience in program analysis, planning, performance reporting, or related fields • Knowledge of BUILDER SMS and facility condition assessment methodologies • Ability to evaluate engineering documentation, asset inventories, and technical data sets • NACI clearance or ability to obtain • Strong analytical, communication, and coordination skills • Proficiency with Microsoft Office and Power BI/Tableau or equivalent data reporting tools • Skilled at preparing reports, presentations, and technical summaries • Experience with NOAA asset management programs preferred • Understanding of parent-child hierarchy tracking within facility asset data systems preferred • Ability to interpret FCI vs. BCI and communicate findings to non-technical stakeholders preferred • U.S. citizenship required • Legal authorization to work in the United States • Willingness to undergo a background check
