📋 Description

• Own and administer the program change control process from intake through impact assessment, disposition, approval routing, and closure • Assess and document cost, schedule, scope, quality, and contractual impacts of proposed changes • Maintain the program change register and reconcile it against the baseline schedule, budget, and deliverables register • Prepare and present change packages to the Change Control Board • Update program baselines, deliverables documentation, and reporting for approved changes • Identify and route changes that cross into contractual change, including task order modifications, engineering change proposals, and requests for equitable adjustment • Work with Contracts on cost and schedule bases for changes to definitized task order scope, pricing, or resourcing • Distinguish directed change from constructive change and escalate potential constructive change • Maintain traceability from change requests through contractual disposition • Integrate change management with program risk management and connect the risk and change registers • Escalate emerging risk concentrations and change trends to the PMO Director • Develop and own the transition readiness framework, including readiness criteria, go/no-go gates, operational acceptance conditions, and rollback provisions • Confirm readiness before cutovers and report readiness status to delivery directors and the client • Identify operational impacts on facility personnel and ensure mitigation is included in plans • Coordinate post-transition stabilization and lessons learned • Lead stakeholder analysis, impact assessment, and adoption planning for affected user groups • Direct development of training, job aids, and support materials • Identify resistance, report adoption status, and define and track adoption and proficiency measures • Observe program guidelines for engagement with FAA labor unions • Serve as program authority on change management methodology across needs packages and site locations • Provide change and transition status inputs to executive reporting, including trend analysis and forward-looking exposure • Mentor and provide functional direction to team members • Ensure documentation complies with the Deliverables Quality Control SOP, file code structure, and document control environment (SharePoint migrating to Kahua) • Work across the client, prime integrator, document control, quality management, delivery directors, and end-user operational groups

🎯 Requirements

• U.S. citizenship required • Capable of obtaining and maintaining a U.S. Public Trust security clearance; employment contingent upon successful completion of the Public Trust investigation • Bachelor's degree in business, engineering, information systems, or a related field, or equivalent demonstrated experience • Minimum of eight years of progressive experience in change management, transition management, or program controls, including at least three years in a lead or supervisory capacity • Formal change control experience on a federal or government contract • Direct responsibility for cost, schedule, scope, and contractual change impact assessment • Experience with task order or delivery order structures required • Experience owning readiness criteria and gating for transition of a system or major process into live operational use • Working knowledge of program risk management and integration of risk with change • Ability to lead through influence across client, partner, and internal delivery organizations • Strong written and verbal communication skills; ability to present change recommendations to executive stakeholders • Proficiency with SharePoint-based document environments and program reporting tools • Ability to obtain and maintain required government screening and site badging • Preferred: aviation, air traffic systems, airport authority, or federally funded capital program experience • Preferred: familiarity with FAR-based change and modification practice, engineering change proposals, and requests for equitable adjustment • Preferred: PMP, PgMP, or equivalent program management certification • Preferred: CCMP, Prosci, CMS, or equivalent change management certification • Preferred: formal quality management system and documented deliverable review workflow experience • Preferred: multi-site program experience with distributed operational stakeholders • Preferred: Kahua, Primavera P6, or comparable program management information systems experience
