📋 Description

• Oversee, administer, and supervise emergency response, training, and technical assistance programs under the Amentum RDAP contract in Antigua and Barbuda and Saint Kitts and Nevis • Assess hazards, risks, vulnerabilities, exposures, existing capacities, and required capabilities in each country • Undertake country-level strategic planning to reduce risk and address capability gaps • Develop and execute emergency management, disaster preparedness, disaster response, and disaster risk reduction training and technical assistance programs • Provide assistance to public, private, and regional disaster agencies and organizations • Develop relationships and liaise with humanitarian, host-nation, UN, and U.S. Government organizations • Facilitate course hand-off workshops and design, develop, and oversee national and regional training courses • Provide technical advice to the USG and coordinate with MDROs and U.S. Missions • Participate in preparation, execution, monitoring, and evaluation of annual and country work plans • Develop and maintain surge consultant rosters, activate consultants, and ensure training completion • Identify and facilitate procurement of relief items with the USG • Provide recurring written activity reports • Participate fully in response operations and provide disaster response support • Coordinate with local stakeholders on country-specific strategic and operating plans • Respond to RDAP leadership team requests

🎯 Requirements

• Bachelor’s degree or higher in Business, International Development, Emergency Management or related discipline • Experience in providing/supporting emergency management or disaster preparedness training and technical assistance programs • Excellent knowledge of capacity building best practices and ability to identify significant capacity building opportunities • Good understanding of capacity assessment methodologies • Effective project management skills • Ability to support strategic planning, results-based activity implementation, and reporting • Previous experience supporting disaster relief programs strongly preferred • Expertise in food security, nutrition, health, WASH, environmental health, shelter, gender, protection and inclusion, logistics, and/or ability to analyze cross-cutting issues preferred • Proven organizational skills and ability to work on multiple activities, plan effectively, and communicate plans clearly • Level 5/native speaker required for the country-specific local language • Excellent writing skills in the native language and adequate writing skills in English • General social, political, and geographic knowledge of LAC • Solid knowledge of procurement, information management, and communication technology • Ability to deploy on short notice for extended periods, up to 45 days, anywhere in LAC and possibly under austere living conditions • Specialist knowledge of donor-funded projects • Excellent management, organization, and coordination skills • Strong communication and engagement skills • Ability to share local network of vendors, suppliers, and authorities to support startup • Excellent verbal and written communication skills • Command of Microsoft Office • Multitasking capabilities and delivery of tasks/deliverables in short time frames • Ability to work in a team and independently/remotely • Ability to manage client expectations and requirements in a culturally diverse team • Knowledge of USG rules and regulations preferred
