📋 Description

• Conduct HR policy research, analysis and benchmarking • Identify policy gaps and inconsistencies • Collaborate with policy owners and interest groups • Prepare proposals, recommendations and reports • Develop HR policy revisions, technical proposals, guidelines, procedures and toolkits • Analyze quantitative and qualitative data and lessons learned to inform policymaking • Draft findings and recommendations • Participate in HR policy consultations with interest groups, consultative bodies and staff associations • Develop capacity-building, change management, awareness-raising and communication materials • Translate complex policy and change provisions into clear, accessible learning and communication products • Provide guidance on the interpretation and application of HR policies, regulations, rules and administrative issuances • Conduct policy and legal analysis of individual cases and HR matters • Formulate reasoned recommendations for decision-making • Review requests for exceptions, derogations, extensions and other HR measures for regulatory compliance • Occasionally conduct legal research, analyze cases and jurisprudence, provide legal advice, and draft or review legal documents and correspondence

🎯 Requirements

• Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, law or a related field • A first-level university degree (Bachelor's degree or equivalent) plus a minimum of two additional years of HR Policy-related professional experience may be accepted in lieu of an advanced university degree • Minimum five years of progressively responsible experience in human resources management, policy development, administration of entitlements and benefits, conditions of service and compensation or a related area • Experience in the development of human resources policy for international organizations • Experience in the application and interpretation of staff rules and researching human resources-related issues in international organizations • Experience in administrative law or administration of justice, or a relevant field, would be an asset • English proficiency, both oral and written • Highly developed drafting and analytical skills in English • Knowledge of French is highly desirable
