• Review existing pre-service and in-service teacher training resources from primary to secondary levels for climate, environment, and DRR content • Identify gaps, opportunities, capacity needs, priority topics, and learning outcomes aligned with the Greening Curriculum Guidance and National Curriculum Framework • Map existing teacher training curricula, modules, materials, content, and pedagogical approaches • Conduct a remote online survey assessing teachers’ and school leaders’ readiness to teach climate, environment, and DRR • Assess knowledge, attitudes, confidence, and practice, including climate science, pedagogical content knowledge, and learner-centred/action-based pedagogies • Analyse survey findings to identify capacity gaps and entry points for teacher education and professional development • Update selected pre-service and in-service teacher training materials and programmes in collaboration with NIE • Develop supplementary teaching aids, including lesson exemplars, facilitation notes, and formative assessment tools • Integrate interactive, inclusive, gender-responsive, transformative, action-oriented, learner-centred, place-based, inquiry-based, and scenario-planning pedagogies • Support UNESCO, the Ministry of Education, and NIE in consultation and validation workshops • Incorporate stakeholder feedback and finalize deliverables and recommendations for institutionalization through NIE and national teacher education systems • Produce an Assessment and Mapping Report • Produce a Teacher Readiness Assessment Report • Deliver updated teacher training materials and supplementary teaching aids • Produce a Consultation and Validation Workshop Report • Arrange own logistics, research-related travel, telecommunications, printing, and administrative support • Participate in regular meetings with UNESCO to discuss progress and next steps • Incorporate UNESCO feedback and revisions into all deliverables
• An advanced university degree (Master's or equivalent) in education, curriculum development, teacher education, pedagogy, Education for Sustainable Development (ESD), environmental education, or a related field; alternatively, a Bachelor's degree with three years of relevant experience • Minimum of seven (7) years of progressive professional experience in the education sector • Demonstrated expertise in curriculum development, teacher training, teaching and learning materials (TLMs), pedagogy, and institutional capacity development • Strong knowledge of global standards and best practices in curriculum design, teacher education, and development of TLMs, including integration of climate change, environmental sustainability, and/or Disaster Risk Reduction (DRR) • Proven experience designing, reviewing, and revising curricula and teacher training resources, ideally in Small Island Developing States (SIDS) or similar contexts • Demonstrated experience in climate change education, Education for Sustainable Development (ESD), and/or DRR integration in education systems • Demonstrated experience working in the Maldives, including familiarity with the Ministry of Education (MoE), National Institute of Education (NIE), and teacher training systems • Experience conducting capacity assessments, including survey design, data collection and analysis, and development of actionable recommendations • Experience facilitating stakeholder consultations and working collaboratively with government counterparts, teacher training institutions, and development partners • Demonstrated experience integrating learner-centred, inclusive, gender-responsive, and action-oriented pedagogies into curriculum and teacher training resources • Excellent verbal and written communication skills in English • Proficiency in Dhivehi required • Demonstrated ability to deliver high-quality outputs within agreed timelines • Cover Letter, updated CV, Technical Proposal, Financial Proposal in US dollars, and list and samples of relevant work required • At least two examples related to the deliverables and at least one sample authored by the applicant in the Maldives or a similar context • All required documents must be submitted in English • Must use Harvard referencing style and ensure sources are properly cited and copyrights are not violated • Must integrate a gender perspective and apply gender analysis and mainstreaming concepts whenever feasible
