📋 Description

• Produce an architectural blueprint for a rebuilt Performance & Results Management System (PRMS) • Map priority internal and external users, uses, and required outputs • Assess existing PRMS building blocks, including Theory of Change, Projected Benefits, Results Framework, and planning instruments • Characterize data supply, fragmentation, manual versus automated inputs, and data across CGIAR, donor, and Center systems • Define a FAIR, API-first, interoperable, and orchestrable connecting layer • Enable CGIAR tools, authorised external actors, and AI agents to query and contribute to the data layer • Address heterogeneous Window 3/bilateral data integration and Center-level ownership and access • Explain how the redesign can reduce manual entry, duplication, and double reporting while accounting for AI operating costs and human judgment • Set out a phased, costed roadmap for the 2027 interim release and fuller rebuild • Diagnose barriers to Center and Program adoption and specify design requirements to reduce friction • Review PRMS technical documentation, AI tool dependency evidence, interoperability frameworks, incident records, enhancement history, API documentation, and agent integration work • Conduct interviews with infrastructure, AI tool, MELIAF, Center MEL, and demand-side stakeholders • Facilitate co-design sessions with PPT • Deliver an architectural blueprint, costed build roadmap, and Steering Group briefing deck • Participate in independent technical review and revise deliverables before Steering Group briefing

🎯 Requirements

• Senior-level expertise in data architecture and API design for complex, federated data environments, including AI orchestration and agentic access patterns • Advanced understanding of AI/ML pipeline requirements, including LLM-based and agentic tools and cost modelling at scale • Deep experience in MEL and risk-informed systems in international development, including results frameworks, theory of change, indicator management, and bilateral reporting structures • Proven ability to advise on organizational change and adoption in federated, multi-stakeholder settings • Track record producing architectural blueprints actionable by non-technical leadership and developers • Strong capacity to translate user, governance, and reporting needs into system and data requirements • Experience with CGIAR, multilateral research organisations, or comparable federated institutional environments is an advantage • Updated CVs and cover letter • Technical proposal of 2–4 pages outlining approach and comparable assignments • Financial proposal in USD quoted as a lump sum with cost breakdown by deliverable • Resume and cover letter must be in English • Documents in languages other than English will not be considered
