📋 Description

• Contribute to the strategic direction of GI-TOC programming on drug markets in West Africa • Translate strategic priorities into coherent strategies, workplans and delivery • Ensure timely and high-quality programme delivery • Oversee budgets, expenditure, risks, donor compliance, reporting and resource mobilisation • Oversee events, capacity-building programmes and research workstreams • Provide programme-wide quality assurance • Oversee monitoring, evaluation and learning and use evidence to inform adaptive programme management • Build and maintain relationships with senior government and diplomatic representatives and strategic partners • Organise high-level dialogues, political summits, consultations and other engagements • Represent the Platform in regional and multilateral forums • Develop interventions and presentations and oversee calls to action, communiqués, briefings and other high-level materials • Strengthen collaboration with regional and international institutions, civil society, academia, media and technical partners • Support research and monitoring of cocaine and synthetic drug markets • Translate evidence into actionable recommendations, strategic briefings and communications • Facilitate technical cooperation between West African states and European partners • Brief regional and international stakeholders on programming priorities and regional drug-market dynamics • Oversee demand-led technical interventions strengthening early-warning systems, forensic and investigative capabilities, cross-border cooperation and drug-policy reform • Ensure research and technical activities comply with ethical, safeguarding and information-security standards

🎯 Requirements

• Advanced university degree in international relations, political science, security studies, law, public policy, public health, development studies or another relevant discipline • A strong combination of professional experience and a first degree may be accepted in lieu of an advanced degree • At least seven years of progressively responsible experience in programme leadership, diplomacy, policy engagement, organized-crime or drug-policy programming, security, governance, international cooperation or a closely related field • Substantial responsibility for complex multi-country initiatives • Experience leading multidisciplinary teams and managing significant donor-funded programmes, including work planning, budgets, reporting and compliance • Strong record of high-level engagement with governments, diplomatic actors, regional or multilateral institutions, and technical or civil-society partners • Deep knowledge of West African political and institutional dynamics and professional experience working across the region • Engagement with law enforcement, national governments, regional institutions and civil society • Understanding of drug trafficking, illicit markets, organized crime, criminal justice, public-health approaches to drugs, or related transnational security challenges • Full professional proficiency in English and French • Existing senior-level networks across West Africa and Europe relevant to drug policy, law enforcement, criminal justice, diplomacy, public health or research • Experience overseeing politically sensitive research, threat assessments, restricted analytical products or evidence-to-policy processes • Experience facilitating technical or operational cooperation across jurisdictions and professional siloes • Professional proficiency in Portuguese or another West African language is desirable
