📋 Description

• Lead the development of the TPDP financing strategy, including funding options, phasing, and sustainability considerations. • Advise on government budget integration pathways for CPD, including approaches for transitioning toward a named recurrent budget line. • Support the design of donor coordination and alignment mechanisms to help manage short funding cycles and improve financing coherence. • Contribute to the development of operational and financial planning instruments required for the launch of Phase I. • Help prepare activity-level cost estimates, unit cost assumptions, and financial planning inputs across relevant phases of implementation. • Provide technical input on pooled funding approaches, financing architecture, and resource mobilization options appropriate to the Somali context. • Ensure that financial planning is aligned with implementation timelines, institutional responsibilities, and work plan milestones. • Advise the team on World Bank fiduciary considerations and other relevant financial compliance issues affecting the assignment. • Work closely with the Team Leader and other technical specialists to ensure that financing considerations are integrated across all major deliverables. • Contribute written sections, recommendations, and review comments to support a credible, implementation-ready final TPDP document.

🎯 Requirements

• Master’s degree in Finance, Economics, Public Policy, or a related field. • Minimum of 8 years of relevant professional experience. • Demonstrated experience in education sector financing strategies or comparable public sector financing work. • Strong understanding of World Bank fiduciary requirements and financial management expectations in donor-funded programs. • Proven experience in donor coordination mechanisms and resource mobilization planning. • Experience supporting government recurrent budget integration, public financing pathways, or medium-term education financing reforms. • Strong analytical, budgeting, and financial planning skills. • Prior experience in Somalia or the region. • Familiarity with teacher professional development, education systems strengthening, or sector planning processes. • Experience supporting multi-stakeholder planning involving government, development partners, and implementing institutions. • Knowledge of financing approaches for large-scale education reform or workforce development initiatives. • Professionally proficient and fluent in written and spoken English.
