📋 Description

• Design and implement a tailored support package for Municipal DRR Units in Irbid, Ramtha, and Azraq • Support Jahez delivery partners in cascading and translating the Municipal DRR Strategy into community-level DRR and EWS activities • Provide recommendations to the Ministry of Local Administration for scaling support to municipalities across Jordan • Develop an inception report covering the approach, methodology, timeline, and allocation of up to 50 days • Review policies, guidelines, institutional frameworks, disaster contingency plans, and preparedness plans • Consult municipalities, MoLA representatives, and relevant national DRM and EWS entities • Identify skills gaps, institutional bottlenecks, operational needs, and implementation/support requirements • Develop training modules on DRR, local risk assessment, EWS interpretation and response, contingency planning, SOPs, NbS, community engagement, and risk communication • Develop risk assessment templates, local DRR action-planning tools, monitoring/reporting formats, and emergency preparedness SOP outlines • Design a comprehensive operational support package for municipal DRR Units • Develop stakeholder roles and responsibilities matrices and coordination mechanisms • Identify processes for integrating DRR into municipal planning • Deliver training sessions in person and/or in hybrid format • Support municipalities in applying DRR tools and approaches through hands-on coaching • Adapt materials based on feedback • Review Jahez partner concept notes and provide strategic recommendations • Produce capacity assessment, capacity development, operational package, training delivery, and final reports

🎯 Requirements

• Advanced degree in Disaster Risk Reduction (DRR), climate change, environmental engineering, or a related field • Minimum 7–10 years of experience in DRR/CCA programming, capacity development, and training design • Experience working with localized disaster risk management structures in Jordan • Demonstrated experience designing and developing needs assessments and capacity-building approaches and tools • Experience developing and/or implementing DRR contingency plans and operational plans for disaster risk management • Experience designing and/or operationalizing early warning systems and hazard simulation exercises • Familiarity with NGOs and local community-based organizations (CBOs) to design and implement community DRR initiatives • Familiarity with, or experience working with, MoLA, NCSCM, and JMD is desirable • Strong understanding of local governance systems • Strong understanding of early warning systems and contingency planning • Strong understanding of participatory approaches • Ability to develop practical tools and approaches usable by municipalities • Ability to align work with existing MoLA frameworks, Mercy Corps initiatives, and other relevant programs • Ability to build on Jahez community-level work, including community stakeholder groups and vulnerability assessments • Ability to consider municipal resource constraints • Ability to integrate conflict sensitivity and GEDSI principles throughout the assignment • Application must include a CV, cover letter, and three references
