Come build the future with Kepler! • Kepler is seeking a Director, Spectrum and Regulatory Affairs to lead our global regulatory strategy and execution. This leader will secure and protect spectrum access for our space missions and manage government relations all while shaping policy across U.S., Canadian, and international forums. You will lead a small team, serve as the primary advisor on regulatory matters to Kepler’s executive team, and present regularly to the board of directors on policy risk, spectrum strategy, and compliance.
• 10+ years in spectrum management, regulatory affairs, or telecom law within the satellite or aerospace sector • MBA, MSEE, JD, or equivalent advanced degree in a related field • Deep knowledge of FCC, ISED, and ITU frameworks and procedures • Demonstrated success leading small teams and working cross-functionally at the leadership level • Strong experience reporting to executive teams and boards, including preparation of regulatory strategy briefings • Technical expertise in RF engineering, satellite systems, and/or inter-satellite links • Leadership experience with global satellite operators or legal/regulatory advisory firms • Deep understanding of cross-border and Canadian regulatory processes, including ITU coordination via ISED • Track record of representing organizations at high-level international policy forums (e.g., WRC, UN COPUOS) • Strategic engagement in government and defense spectrum programs • Strong network of relationships across government agencies, space industry bodies, and regulatory institutions
