📋 Description

• Provide overall strategic, technical and operational leadership to the GOAL programme • Lead politically informed technical assistance supporting inclusive, quality education, foundational learning, teacher professionalisation, governance and education financing • Build and maintain relationships with government stakeholders, including senior policy and political counterparts • Influence and build consensus around education reforms • Ensure technical assistance is contextually appropriate, politically informed and impartial • Provide strategic oversight of education financing and public financial management reforms • Lead research, evidence, adaptive learning and continuous improvement • Lead, motivate and coordinate a multidisciplinary team of technical experts • Identify and manage strategic, political and operational risks • Represent the programme with government, donors, development partners and other stakeholders • Ensure agreed programme results, quality standards and contractual requirements are delivered, with focus on sustainability, government ownership and systems change

🎯 Requirements

• Advanced degree in education, public policy, public administration, international development, economics or a related field • At least 15 years of relevant professional experience • Significant experience leading complex education or education systems reform programmes in developing-country contexts • Proven experience providing strategic leadership and technical direction to multidisciplinary teams and complex technical assistance programmes • Demonstrated experience working effectively with government at senior policy and political levels • Strong influencing, negotiation and consensus-building skills • Strong understanding of Pakistan's education system and reform context, particularly in Punjab and Khyber Pakhtunkhwa, with knowledge of Sindh • Proven experience in education financing and public financial management (PFM), including strengthening complex financial management systems and processes • Demonstrated experience applying political economy, research, evidence and adaptive learning to programme design and implementation • Strong technical credibility, political awareness and ability to lead education technical assistance impartially and constructively
