📋 Description

• Perform programming/base development and operations and maintenance functions in support of construction management • Monitor and manage construction projects for new construction, renovations, and real property improvements from pre-construction site surveys through as-built drawings • Provide management, planning, development, organizational, administrative, and coordination services for base real property programs • Design new construction, renovation, and improvement projects for facilities and utility systems using mechanical engineering expertise • Develop design calculations, layouts, drawings, specifications, conceptual studies, and sketches • Design and coordinate systems including HVAC, plumbing, electrical, pavement, fire suppression, control, alarm, and other infrastructure systems • Develop cost estimates, time schedules, project plans, resource requirements, and written schedules • Review preliminary and final designs, plans, specifications, calculations, cost estimates, drawings, and analyses for technical adequacy and compliance • Prepare correspondence, technical reports, contract documents, fact sheets, status reports, and final construction drawings • Coordinate design phases with managers, staff, engineers in other disciplines, and architects • Maintain current engineering data for assigned projects • Liaise with the Army Corps of Engineers and other design agencies as required • Prepare architect and engineer statements of work • Serve as technical representative for contract negotiation and/or administration • Incorporate federal, USAF, Host Nation, and local regulatory requirements into program design, implementation, and evaluation • Use Microsoft Office, AutoCAD/CADD, Microsoft Project, and engineering design calculation software • Report to the COR overseeing program planning, direction, and timely execution • Comply with health, safety, environmental, ethical, and Code of Business Conduct requirements • Perform other duties prescribed by management and the Performance Work Statement

🎯 Requirements

• Degreed engineer • Minimum 5 years of design experience • Mechanical design experience including HVAC load determination, equipment selection, duct sizing and routing, and interior plumbing design • Computer skills and ability to operate a variety of computer programs • Fluency in spoken, written, and read English • Valid driver’s license from home country, valid for 12 months from employment date • Valid passport from home country, valid for 15 months from employment date, with at least 6 blank pages before OCONUS mobilization • CAC eligibility and ability to gain and maintain authorized entry onto US military installations • Strong computer skills, including basic functions in AutoCAD 2021 or equivalent • Ability to compose spreadsheets and communicate effectively in writing • Ability to multitask in a fast-paced environment and meet tight deadlines • Excellent written and oral communication skills • Ability to work effectively in multicultural environments and navigate delicate situations sensitively • Detail orientation, motivation, dependability, punctuality, and ability to follow management direction • Ability to monitor work for accuracy and quality • Availability online during local work hours, with flexibility for weekends or other shifts • Availability for rapid mobilization on TDY assignments with limited notice • Ability to support TDY commitments in 30-day increments, up to 90 consecutive days per TDY, with total TDY obligation not exceeding 120 days per calendar year • Ability to satisfy USARPAC Force Health Protection Guidance medical requirements for INDOPACOM and maintain an annual Medically Qualified rating if required • Attendance at N-m-IRDO required before TDY exceeding 30 days • Ability to obtain and maintain a NACI (Tier 1 Investigation) for Installation Access on USAG-KA • Compliance with PPE requirements, Fire and Safety Regulations, and established post policies • May be required to maintain physical standards specified by regulation
