• Serve as the designated point of contact for Sailors, families, DoD civilians, and families seeking financial services and transition support • Participate in emergency response exercises conducted by the Region or Installation • Liaise with military community agencies • Provide intensive emergency case management services • Coordinate family services and referrals using installation, community, state, intrastate, and federal resources • Support public awareness campaigns such as Ready Navy • Implement emergency response plans during humanitarian-response situations • Assist families with forms, requirements, explanations, directions, displacement, and transition processes • Execute Emergency Family Assistance Center responsibilities • Prepare and conduct management briefings on training and exercises • Maintain communication with CNIC, Naval Intelligence (N1), and local military installations regarding resources and policies • Enter and track information, referral, consultation, education, IDS, and emergency-preparedness services in FFSMIS and NFAAS • Coordinate and deliver Personal Financial Management classes and workshops • Provide initial and refresher Command Financial Specialist training and support Command Financial Specialists • Provide in-person support aboard Navy ships for shipboard events and Return and Reunions • Deliver individualized financial counseling while maintaining ethical standards • Use collaboration platforms, video conferencing, and project management tools for communication and virtual services • Perform basic technology troubleshooting • Maintain current knowledge of personal finance and financial counseling • Support marketing and outreach initiatives • Provide rotational coverage for the Family Information Call Center • Perform other assigned duties
• Candidates must reside in Japan • Bachelor’s degree from an accredited college, or equivalent education and experience • Must possess and maintain national certification as an Accredited Financial Counselor, or have completed the required 1,000 hours of experience to obtain it • At least two years of experience providing financial education, training, and one-on-one financial counseling • Experience presenting and facilitating financial-management training for large and small groups • Experience using digital technology for virtual training • Experience conducting one-on-one consultations of varying complexity • Knowledge of assessment-tool development and execution, including surveys • Knowledge of the military and challenges of military life • Thorough understanding of personal-financial-management issues affecting service members and families • Proficiency with technology tools for virtual service delivery, communication, and collaboration • Knowledge of social services and community resources • Knowledge of adult-education principles and training-curriculum development • Effective verbal and written communication skills • Proficiency in Microsoft Office Suite and ability to prepare management reports • Schedule flexibility, including some weekends, after-hours, and extended shifts • Must meet naval shipboard requirements if deployed • Must have access to U.S. Government facilities and systems • U.S. citizenship required • Valid driver’s license, passport, transportation, and auto insurance required • Must successfully complete pre-employment and government background investigations, including FBI fingerprints • Must obtain required medical and dental health screenings for remote-location travel • Must currently possess or be able to obtain a U.S. passport • Must have a quiet workspace with stable internet when not traveling • Ability to lift up to 20 pounds may be required
