📋 Description

• Lead response and recovery assignments involving Individual Assistance, mass care, housing, human services, and survivor support • Serve as a subject matter expert, project manager, program coordinator, task lead, or field operations lead • Translate client and incident priorities into work plans, staffing, schedules, deliverables, and performance measures • Mobilize and supervise field teams while monitoring operations, quality, risks, budgets, documentation, and corrective actions • Provide technical and operational guidance on FEMA Individual Assistance and related survivor-service programs • Plan and coordinate mass care, emergency assistance, temporary housing, case management, and other human services • Advise clients on program design, eligibility, workflows, documentation, quality assurance, and service coordination • Address access, equity, privacy, resource gaps, and emerging needs with community partners using a survivor-centered approach • Build trusted client relationships and advise on preparedness, response, recovery, and human services operations • Facilitate planning sessions, briefings, stakeholder meetings, training, exercises, and executive updates • Develop and review plans, procedures, reports, assessments, and recommendations • Manage priorities, quality, deliverables, and lessons learned in fast-changing environments • Identify client needs, opportunities, and partnerships to grow ACDC’s Individual Assistance and human services portfolio • Advance qualified opportunities through the business development pipeline and capture process • Serve as a technical writer, reviewer, and subject matter contributor for proposals, qualifications, and scopes of work • Represent ACDC in client and industry forums and coordinate growth activities with operational and corporate teams • Supervise and mentor consultants, employees, subcontractors, and deployed project teams as assigned • Participate in business development, proposal responses, marketing materials, teaming relationships, and contract expansion • Maintain compliance with applicable state and federal policies, procedures, and guidance documents • Lead training events and information sessions for clients and communities • Perform quality-control reviews over consultant work and client-provided documents • Deploy to the field during disasters to support or co-lead relief efforts and emergency activations

🎯 Requirements

• Bachelor’s degree in emergency management, public administration, social work, human services, public health, business, or a related field; relevant additional experience may be considered in lieu of a degree • 7+ years of progressively responsible experience in emergency management, disaster response or recovery, human services, humanitarian operations, mass care, housing, or Individual Assistance • 3+ years of experience leading projects, programs, workstreams, or operational teams • Demonstrated experience supporting disaster survivors and coordinating with state, local, tribal, territorial, federal, nonprofit, faith-based, community, or private-sector partners • 3+ years of experience developing operational plans, procedures, reports, briefings, or other client deliverables • 3+ years of experience contributing to proposals, capture activities, client development, or growth initiatives • 3+ years of experience deploying to or working in incident, emergency operations, disaster recovery, or similarly time-sensitive environments • Must be 18 years of age or older • Eligibility to work in the United States without employer sponsored visa is required • Must pass company and any applicable client background check and reference check upon offer of employment • Advanced knowledge of Individual Assistance, mass care, housing, human services, and survivor-support operations • Working knowledge of FEMA programs, the National Response Framework, ESF #6, NIMS, and incident management structures • Ability to lead field teams and manage projects, schedules, budgets, risks, deliverables, and client expectations • Strong facilitation, technical writing, briefing, analysis, and executive communication skills • Ability to design accessible, equitable, survivor-centered programs and turn complex information into practical recommendations • Proficiency with Microsoft Office and common project management, collaboration, reporting, and CRM platforms • Willingness to travel and deploy to client sites for extended periods • Ability to work evenings and weekends when required • Mobility required on-site with clients; ability to manipulate up to 25 lbs. repetitively
