• Develop, edit, and maintain federal healthcare policy documentation in alignment with Veterans Health Administration directive formats, federal writing standards, and governance approval processes • Translate workforce analysis, staffing models, organizational design concepts, and informatics modernization content into clear materials for executive leadership and governance stakeholders • Produce policy, strategy, and workforce planning documents supporting federal review, coordination, and approval activities • Perform editing and quality assurance reviews for consistency, accuracy, clarity, and professional presentation across high-visibility deliverables • Manage document version control, review cycles, and artifact traceability across concurrent workstreams and Program Increments • Coordinate document updates and incorporate stakeholder feedback to align with evolving program requirements and governance decisions • Prepare and format workforce modernization materials for publication according to VA Informatics Compass content standards, publishing requirements, and accessibility guidelines • Maintain document repositories and supporting records for federal documentation, records management, and audit readiness compliance • Support communications initiatives for the Veterans Health Administration Electronic Health Record Modernization program • Develop communications that educate and engage Veterans, VA providers, and employees throughout the EHR modernization process
• Bachelor's degree in Communications, Public Relations, Journalism, Marketing, Political Science, Public Health, or related field • Minimum of 8 years of professional experience in consulting, strategic communications, executive communications, stakeholder engagement, or healthcare communications • Experience supporting complex federal government initiatives, preferably within the Department of Veterans Affairs (VA) and VHA • Experience with AP Style, Section 508 compliance, and federal plain language requirements • Strong writing, editing, proofreading, and executive communications skills • Experience developing executive-level presentations using Microsoft PowerPoint • Ability to obtain and maintain a Public Trust clearance • Legal authorization to work in the United States • Experience supporting Electronic Health Record modernization, health IT modernization, clinical informatics, or enterprise transformation initiatives • Familiarity with healthcare operations, clinical workflows, and health IT systems • Experience with SharePoint content management, communications analytics, and enterprise collaboration tools • Knowledge of Agile methodologies, organizational change management, and stakeholder engagement strategies • Strong analytical, organizational, and problem-solving skills with the ability to independently manage multiple priorities in a fast-paced environment
