• Provide financial management support for NOAA/NOS • Lead development of business process improvements to save federal staff time • Create advanced, automated models to improve financial management tracking for acquisitions, grants, and labor • Assess the condition, gaps, and potential improvement areas in the client’s financial management environment • Develop recommendations for process and documentation changes • Oversee, create, and maintain spreadsheets, tools, forms, templates, and instructions supporting monthly and quarterly budget execution reports and meetings • Review data analysis produced by other analysts for compliance, accuracy, and efficiency • Manage multiple financial management analysis projects for NOS • Assess gaps in financial management activities, including tracking tools, cost/benefit of financial reporting practices, documentation gaps, and high-risk budget execution areas • Recommend improved process flows, techniques, and automated tools • Pull and interpret reports from Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS) • Analyze NOAA budget execution data to identify trends, forecast budget and funding issues, and plan and take corrective actions • Transform accounting system data into automated Google Sheet workbooks and Google Slide presentations • Produce, maintain, and update templates, forms, process documents, and slides for leadership reviews • Respond to data calls from Line Office Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress • Review and enter obligation plan data into NOAA FMDS • Summarize quantitative data for monthly allotment, commitment, obligation, contract status, and complex payment reports • Assist with creating, reviewing, and monitoring monthly and annual obligation plans • Apply NOAA accounting codes and governing business rules • Create Standard Operating Procedures when documentation gaps exist • Process documentation for financial corrections when requested
• Bachelor’s Degree plus 8 years' experience in federal finance, budgeting or related industries (e.g., finance, budgeting, data analysis, accounting or other highly quantitative field) • A Master’s Degree may be used as a substitute for 2 years of experience • A PhD may be used as a substitute for 4 years of experience • Ability to transform data and findings into concise, user-friendly Google Sheet workbooks using advanced functions such as GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range • Ability to drive efficiencies and improvements, provide constructive criticism, and motivate other team members during change • Excellent oral presentation skills with the ability to brief findings and materials to management • Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management • Work proactively to anticipate management’s questions and meet their needs before being asked • Ability to sift through large amounts of data and reports to find answers to management’s questions in a timely manner • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests • Knowing when to ask for help to meet assigned deadlines • Experience with the NOAA accounting system is a plus • Experience with government financial systems and terminology is preferred • Passion for the NOAA mission is a plus
