• Provide technical support related to electromagnetic spectrum and telecommunications systems analysis for terrestrial and space systems supporting NASA operations • Partner with the NASA Spectrum Analysis Center to provide technical expertise and analysis for domestic and international engineering studies • Collaborate with other Agency spectrum organizations to meet requirements and mission needs for spectrum allocations, assignments, and coordination • Support NASA Spectrum Office activities with domestic spectrum management tasks and ancillary meetings • Prepare and advocate technical contributions to IRAC and IRAC subcommittee meetings • Support the integrity of NASA spectrum allocations and missions
• Bachelor's Degree is required, preferably in an engineering field, such as electrical engineering or a related field • Minimum of 12–15 years or more of relevant work experience is required • Knowledge and expertise with the NTIA and the Interdepartmental Radio Advisory Committee (IRAC), including IRAC subcommittees and ad hoc groups • Knowledge of U.S. frequency licensing processes, procedures, and automation systems for federal government systems through NTIA and non-federal systems through the FCC • Knowledge of the WRC and policies and procedures within the WRC Study Cycle through the ITU-R, as well as ITU governance and structure • Spectrum management experience and knowledge of NASA spectrum usage sufficient to act autonomously when liaising for the Agency at domestic and international spectrum management forums • Presentation and representation skills sufficient to advocate for the Agency in various domestic and international spectrum management forums • Must be a U.S. Citizen to be able to obtain a government-issued Secret clearance • Ability to travel, if necessary
