📋 Description

• Act as the lead legal and regulatory consultant for public-sector clients regarding employer-sponsored health and welfare plans • Apply federal mandates to governmental plans, including ACA (4980H), HIPAA, COBRA, MHPAEA, No Surprises Act, RxDC reporting, and Transparency in Coverage • Advise on Florida-specific requirements, including Chapter 112 provisions, Sunshine Law considerations, and public board approval processes • Manage the company’s group health plan compliance calendar and compliance-related deadlines • Oversee 1094/1095-C reporting strategies, variable hour determinations, and measurement period policies • Lead HIPAA Privacy/Security programs, including risk assessments, incident response coordination, and training • Build and deliver specialized training for HR teams, boards, and unions • Develop proprietary templates, checklists, model policies, and decision memos • Monitor federal and state legislative, regulatory, and judicial developments and publish actionable client alerts • Review, mark-up, negotiate, and finalize client services agreements, HIPAA BAAs, TPA/ASO contracts, vendor and consultant agreements, and stop-loss carrier agreements/policies • Serve as a strategic subject matter specialist in RFP proposal responses and finalist meetings • Liaise between the Brown & Brown Legal Team and the Public Sector Practice Group

🎯 Requirements

• Minimum of 10–15 years of experience in employee benefits compliance, ERISA (and non-ERISA governmental plan) law, or senior-level benefits consulting • Required: Bachelor’s Degree in Business Administration, Human Resources, Public Administration, or a related field • At least 3 years of direct experience working with governmental entities (cities, counties, school boards) • Working knowledge of Florida Chapter 112 (Public officers and employees) • Working knowledge of Sunshine Law & Public Records compliance • Working knowledge of governmental procurement/RFP cycles • Proven track record of delivering "Summit-level" presentations or webinars to large audiences (100+ attendees) • Experience participating in "finalist meetings" or oral presentations as a technical subject matter specialist to help win new business • Extensive experience reviewing and redlining ASO, TPA, and PBM contracts
