📋 Description

• Lead day-to-day FMS operations, including payroll processing, timesheet management, EVV, onboarding, and service delivery workflows • Build and scale operational processes supporting self-directed care programs • Translate VP-level strategic initiatives into operational plans, workflows, and KPIs • Coordinate intake, customer service, payroll, compliance, and reporting teams • Ensure compliance with IRS employer-agent requirements, VA VDC guidelines, Department of Labor requirements, and state labor laws • Oversee audit readiness, documentation standards, and continuous compliance monitoring • Review and escalate fraud, waste, abuse, neglect, and exploitation reports • Partner with Legal and Compliance teams on policies, SOPs, and controls • Oversee multi-EIN payroll, tax withholdings, unemployment insurance, vendor payments, reimbursements, worker eligibility, and background checks • Maintain participant-level budgets and financial reporting • Oversee participant budgets, spending plans, authorizations, and direct care worker pay rate changes • Deliver a compliant participant and caregiver experience across onboarding, training, and ongoing support • Implement scalable service models for participants acting as employers • Partner with care teams, case managers, and external stakeholders on person-centered outcomes • Manage payroll provider, EVV system, and FMS technology platform relationships • Lead implementation and optimization of timekeeping, EVV, payroll engine, and participant portal systems • Ensure system integrations and data integrity • Lead and develop cross-functional payroll, compliance, onboarding, and customer support teams • Establish performance metrics, training programs, and accountability standards • Partner with the VP on growth strategy, RFP responses, program launches, operational scaling, and transformation initiatives • Provide data-driven insights on performance, risks, and opportunities • Drive success measures including onboarding cycle time, payroll accuracy, audit performance, participant satisfaction, scalability, and program launches

🎯 Requirements

• Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, or a related field required; equivalent combination of education and progressive leadership experience will be considered in lieu of degree • 2-4+ years of progressive leadership experience in Financial Management Services, Fiscal Intermediary operations, Self-Directed Care / HCBS / LTSS programs, or Veteran-Directed Care • Demonstrated experience building and/or scaling FMS operations • Deep knowledge of Medicaid self-direction models and regulations • Deep knowledge of Vendor Fiscal/Employer Agent (VF/EA) models • Deep knowledge of payroll tax compliance and employer-agent structures • Experience managing multi-state or complex program operations • Strong leadership, communication, and cross-functional collaboration skills • Experience with Veteran-Directed Care programs preferred • Familiarity with ACL guidance and VA program requirements preferred • Familiarity with EVV systems and FMS technology platforms preferred • Experience supporting RFPs, implementations, or new market entry preferred • Must meet U.S. work authorization requirements through E-Verify • Offer of employment is contingent upon required background and drug screening
