📋 Description

• Own execution of the data strategy for a large-scale enterprise data platform, aligning day-to-day delivery with broader strategic goals • Coordinate across upstream source-system teams and business data owners, managing handoffs, ingestion readiness, and shared metadata standards • Lead the data supply chain, including source onboarding, ingestion, and transformation • Drive a multi-phase metadata maturity program • Govern promotion of data through tiered catalog layers such as raw, source, and trusted • Define and apply data admission, promotion, and certification criteria • Set and maintain platform-wide data quality standards • Partner with engineering, product, and AI/platform teams to support self-service analytics and AI use cases • Establish and track data quality, metadata coverage, and promotion/certification cycle-time measures • Prioritize remediation work using quality and metadata metrics • Communicate strategy progress, risks, and dependencies to technical and non-technical stakeholders, including client leadership • Participate in Agile/SAFe planning, backlog refinement, and retrospectives • Perform other relevant duties as qualified and trained

🎯 Requirements

• Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field • At least 12 years of related experience • Strong track record coordinating multiple stakeholder teams and data owners in complex, multi-system environments • Experience owning or leading data strategy for a large, multi-source enterprise data platform • Experience designing and operating metadata governance or maturity programs, including cataloging, ownership models, and promotion/certification criteria • Experience with modern cloud data platforms such as Databricks, Snowflake, AWS, or similar • Experience with metadata/catalog tooling such as Unity Catalog, Collibra, Alation, AWS Glue Data Catalog, or Microsoft Purview • Experience defining and enforcing data quality standards, including completeness, conformance, freshness, and defect tracking • Working knowledge of distributed data processing concepts and SQL, Python, or Scala • Excellent written and verbal communication skills, including translating technical data concepts for non-technical audiences • Professional certification in a cloud or data platform, data governance, or Agile delivery • Must be able to obtain and maintain a Public Trust security clearance • Must be authorized to work for any employer in the U.S. • Must obtain a U.S. Federal Government client badge • Bixal does not sponsor employment visas or assume sponsorship of existing employment visas • Nice to have: experience in regulated federal data domains • Nice to have: familiarity with responsible AI governance • Nice to have: hands-on cloud lakehouse data pipeline experience • Nice to have: CI/CD, source control, and observability tooling exposure • Nice to have: data lineage and impact-analysis tooling experience • Nice to have: Key Personnel experience on a federal contract • Nice to have: federal digital services delivery background
