• Lead and develop proposals from initial bid/no-bid review through final submission • Analyze requirements and create compliance matrices, schedules, outlines, and response templates • Coordinate reviews, organize kickoffs, and manage proposal team meeting invitations • Write original proposal content communicating company qualifications, differentiators, government experience, and value • Maintain compliance with solicitation instructions, page limits, formatting requirements, forms, and submission procedures • Manage proposal calendars, internal deadlines, and contributor follow-up • Format documents and create visually appealing content using Microsoft Word, Microsoft Excel, Adobe Acrobat, and related tools • Complete fields and obtain signatures for government SFs • Apply style guides and manage document version control • Collaborate with marketing to plan visual representations • Create tables, charts, and figures for proposals • Create data calls for subject matter experts and partners • Compile solicitation questions for review and submission • Manage Past Performance Questionnaires, CPAR tracking, past performance narratives, and resume mapping • Maintain and update the proposal content library, standard operating procedures, and past performance libraries • Interview subject matter experts to gather proposal content • Scribe working group sessions and proposal meetings; record and distribute status and action items • Track proposal metrics and post-award lessons learned • Attend unsuccessful-bid debriefings, take notes, and share findings • Research government agencies, incumbent contractors, existing contracts, procurement histories, and upcoming solicitations to support capture and proposal strategy • Work with the Proposal Director on strategic organizational initiatives
• Bachelor’s degree or higher in English, Journalism, Communications, or a related field • Three (3) + years of federal proposal experience • APMP Foundation preferred • Experience working within a Federal Proposal and Capture Team environment • Excellent written and verbal communication skills • Excellent organizational abilities and technical skills • Ability to interact and take direction cooperatively and effectively • Understanding and ability to execute Shipley proposal reviews • Self-motivated and able to multitask • Ability to work independently, take initiative, set priorities, and complete projects • Ability to work collaboratively with proposal team members, employees, and consultants • Must have or be able to obtain and maintain a Real ID or Passport for commercial airfare travel • Must have or be able to obtain and maintain a valid driver’s license • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and Teams • Proficiency in Adobe Creative Cloud • Proficiency with Microsoft SharePoint • Familiarity with GovWin • Ability to maintain wired broadband service with at least 100 Mbps download / 20 Mbps upload; some positions may require higher speeds • Cellular hotspot or fixed wireless cellular services may not be used as the primary connection
