• Lead and advance payroll and HRIS strategy across the Covenant House federation • Advise site leaders on payroll operations, HRIS systems, and system-related decisions across a multi-system environment • Assess, select, implement, and optimize HRIS, payroll, applicant tracking, and performance management systems • Provide guidance on ADP, Paycom, and PEO models such as TriNet • Establish federation-wide standards for payroll accuracy, reporting, system utilization, and data integrity • Support payroll governance, legal compliance, process controls, and audit readiness across sites • Lead HRIS and payroll reporting strategy to enable data-driven decisions and performance insights • Identify trends, risks, and opportunities and translate findings into actionable recommendations • Support implementation and integration of performance management and applicant tracking systems • Develop and deliver training, tools, and documentation for site HR and payroll teams • Drive continuous improvement, efficiency, automation, and process alignment • Lead and partner with the Payroll Manager to ensure strong payroll operations and site support • Collaborate with People & Culture, Finance, and Executive leadership • Maintain knowledge of emerging technologies, regulatory changes, and best practices
• Minimum of 12–15 years of progressive experience in payroll, HRIS, human capital management, or related fields, including leadership experience • Experience across multiple HRIS and payroll systems • Experience leading HRIS implementations, system transformations, or technology-driven change initiatives • Experience overseeing payroll operations and compliance across complex or multi-site environments • Deep expertise in platforms such as Paycom, ADP, and PEO models such as TriNet • Strong understanding of payroll regulations, compliance requirements, audit processes, and regulatory reporting across multiple jurisdictions • Strong consultative, influencing, analytical, problem-solving, project management, written, and verbal communication skills • Ability to translate data into actionable insights and simplify complex concepts • Ability to manage multiple priorities in a dynamic environment • Ability to build trust with stakeholders across a distributed, global organization • Commitment to Covenant House's mission, values, and work • Ability to travel once per year to New York City in October • Ability to travel to various site locations up to 30% of the time • Bachelor's degree preferred; Master's degree strongly preferred • Certification in HR, payroll, or project management such as SHRM, CPP, or PMP preferred • Nonprofit, human services, mission-driven, federated, decentralized, multi-entity, international payroll, and cross-border workforce experience preferred
