📋 Description

• Provide technical advice, guidance, and support on program design and implementation, focusing on Humanitarian Response projects • Contribute to agency-wide Humanitarian Response strategies, standards, tools, and best practices • Rapidly deploy during emergencies to support funding proposals, MEAL system design and implementation, indicator definition, data collection tools, data visualization, learning, reporting, real-time evaluations, and after-action reviews • Serve as MEAL lead during emergency responses when needed • Support regional and country program teams remotely and on-site in designing and implementing MEAL systems, tools, and processes • Support proposal development and emergency response design, including monitoring systems, indicators, and data collection approaches • Advise project teams on integrating donor strategies, priorities, and technical requirements • Improve Emergency MEAL systems, digital data collection and reporting tools, and data-use approaches • Strengthen staff and partner capacity through learning strategies, trainings, workshops, mentoring, and coaching • Analyze program data, document lessons learned and best practices, support reviews and evaluations, and prepare internal and external reports • Maintain relationships with donors, peer organizations, research institutions, and other partners; participate in Humanitarian Response forums • Assume supervisory responsibilities as needed during deployments

🎯 Requirements

• Bachelor’s degree in international development, statistics, humanitarian response or another related field • Minimum of eight years of relevant international/humanitarian working experience in an advisory or management role with progressive responsibilities • Minimum of three years working as a MEAL technical advisor or MEAL manager • Experience working overseas • Previous experience providing technical assistance and developing successful proposals for external donor funding • Experience working with digital data collection systems, data quality assurance, data management, and visualization in humanitarian settings • Demonstrated application of technical principles and concepts in Humanitarian Response • Proficiency in MS Office packages, web conferencing applications, information and budget management systems, and knowledge-sharing networks • Experience in business development, project design and proposal development in Humanitarian Response, including technical writing • Experience in mentoring, coaching, facilitation and training using adult learning principles and practices • Experience with program monitoring and evaluation, data collection tools and methodologies, data analysis, and data presentation • Experience and skills in networking and relations with donors, peer organizations, and faith-based civil society partners • Understanding of partnership principles • Strong relationship management, analytical, problem-solving, systems thinking, written communication, oral communication, presentation, facilitation, training, mentoring, and coaching skills • Proactive, resourceful and results-oriented • Required languages: English and French • Must be willing and able to travel up to 50%, with capacity to live and work in difficult environments • Must be legally able to work where the position is performed • Expatriate or frequent international-residence roles require pre-employment medical clearance • Candidates should be citizens or permanent residents of countries where CRS has offices • Master's degree, CommCare, Kobo, SAS, STATA, SPSS, and PowerBI are preferred, not required
