• Serve as the Service Design & Experience team's primary resource for identifying and evaluating emerging technologies and technology-enabled opportunities • Conduct continuous environmental scanning across commercial, Federal, DoD, and industry innovation ecosystems • Translate technology trends into defined experience opportunities tied to user needs, service challenges, operational problems, or strategic objectives • Research and evaluate AI/ML, intelligent automation, data and analytics, digital experience platforms, cloud technologies, personalization, conversational experiences, and other emerging technologies • Conduct product, platform, vendor, and capability assessments covering functionality, maturity, architecture, interoperability, integration, scalability, and mission applicability • Develop and apply evidence-based technology evaluation frameworks • Collaborate with UX researchers, strategists, designers, architects, AI/ML specialists, developers, cybersecurity personnel, and other subject-matter experts • Frame innovation initiatives as hypotheses or problem statements with measurable success criteria • Design and support rapid experiments, prototypes, proofs of concept, and early-stage pilots • Incorporate human-centered design, user research, rapid prototyping, and iterative testing into experimentation • Define evaluation criteria and collect qualitative and quantitative evidence from experiments and pilots • Identify technical dependencies, architecture and data requirements, integration needs, accessibility implications, cybersecurity considerations, and implementation barriers • Develop innovation briefs, technology assessments, capability analyses, pilot findings, and recommendations • Facilitate technology demonstrations, discovery workshops, innovation sessions, and vendor or platform engagements • Maintain a portfolio of emerging technology opportunities, research findings, experiments, prototypes, evaluation artifacts, lessons learned, and recommendations • Monitor Federal and DoD modernization guidance, standards, policies, and technology developments • Assess integration of promising capabilities with MC&FP platforms, applications, data, APIs, CMS, and enterprise architecture • Support transition of validated innovations into product definition, roadmapping, requirements, backlog planning, and technical delivery • Track implemented innovations and performance evidence to determine whether expected user, experience, or mission benefits are realized • Provide forward-looking recommendations to the SDEL on technology-enabled experience opportunities, evidence, risks, dependencies, and implementation considerations
• Active Secret clearance or higher • Bachelor’s degree in Information Technology, Business, Design, Engineering, or a related field • Minimum 5 years of experience in technology research, analysis, or innovation support • Experience conducting market research, technology evaluations, or vendor/platform analysis • Experience supporting pilots, prototypes, or early-stage technology testing • Experience working in federal, DoD, or enterprise IT environments • Familiarity with innovation trends across AI/ML, automation, analytics, cloud platforms, and cybersecurity • Understanding of technology assessment frameworks and evaluation methods • Experience analyzing product capabilities, architectures, and integration requirements • Strong analytical and research capabilities • Technical diagramming, wireframing, and information mapping • Excellent written communication and succinct summarization of findings • Ability to translate market trends into actionable recommendations • Strong presentation and stakeholder engagement skills • Ability to evaluate complex technologies and communicate key differentiators clearly • Preferred: experience supporting innovation or modernization efforts in large organizations • Preferred: familiarity with design-thinking, user-research, or experimentation methodologies • Preferred: experience working within AWS Gov Cloud environments • Preferred certifications: ITIL v4 Foundation; technology research, innovation management, or product evaluation certifications
