β’ Identify and pursue ground-transportation contracts across county, municipal, and state agencies in DC, Maryland, and Virginia β’ Track, evaluate, and respond to RFPs, RFQs, IDIQs, and grant opportunities on SAM.gov, eMaryland Marketplace Advantage, Virginia eVA, and county procurement portals β’ Build and maintain relationships with hospital discharge planners, Medicaid MCO contacts, broker network managers, school districts, senior living communities, and corporate clients across the DMV β’ Develop the company's capability statement, past-performance documentation, and proposal templates suitable for federal, state, and county procurement β’ Coordinate certifications and set-aside positioning (DBE, CBE, MBE, SDVOSB where applicable) and ensure the company is registered and active on the right platforms β’ Brief the Principal weekly on pipeline status, win probability, and required actions; transfer knowledge so the in-house team can sustain the function over time
β’ Five (5)+ years of demonstrable business development experience that includes winning government contracts at the county, state, or federal level β’ Direct, hands-on experience navigating the small-business contracting landscape: DBE / CBE / MBE / SDVOSB certifications, set-aside programs, capability statements, and past-performance documentation β’ Working knowledge of grant landscapes (federal, state, county, foundation) and a track record of successful grant applications β’ Fluency with procurement portals: SAM.gov, eVA (Virginia), eMaryland Marketplace Advantage, and the DC supplier portal β’ An existing professional network in the DMV region across government procurement, healthcare, and/or transportation sectors β’ Excellent written communication
