• Serve as the accountable leader across program management, agile project management, DevOps and DevSecOps platform operations, tools management, service desk, and software and license management • Act as the principal point of contact to the client's contracting representative and product and program managers • Establish and maintain a collaborative digital workspace providing real-time visibility into progress, risks, and dependencies • Lead integrated initiatives across multiple delivery organizations, including discovery, planning, roadmaps, readiness, launches, and go/no-go governance • Define and maintain Objectives and Key Results with the client • Own sprint, monthly, program increment, incident and outage, and ad hoc reporting • Maintain visibility into cost, schedule, progress, technical performance, and risk • Develop and maintain joint operating agreements with partner contractors • Lead transition-in from an incumbent contractor with zero disruption to production operations • Prepare and execute transition-out plans, including ramp-down, artifact delivery, knowledge transfer, and close-out certifications • Manage program staffing, personnel rosters, training records, and role documentation • Drive continuous improvement through retrospectives, bottleneck analysis, and adaptation to risks, policy changes, and opportunities • Escalate, document, track, report, and resolve risks and issues
• Demonstrated experience leading a federal IT services program of comparable scope, complexity, and multi-task structure, with direct accountability to a contracting officer's representative • Working fluency in the Scaled Agile Framework (SAFe), including program increment planning, cross-team dependency management, and Agile Release Train coordination • Proven ability to coordinate across multiple concurrent contractor teams and government stakeholders, including formal interface agreements such as joint operating agreements or equivalent • Experience establishing outcome-based measurement frameworks such as OKRs or KPIs, and reporting program performance from live data rather than static artifacts • Experience managing a contract transition with defined phase gates and service continuity requirements • Strong command of program risk, dependency, and issue management practice • Experience managing performance under a firm-fixed-price structure, including scope discipline and staffing stability • Fluency with Jira and Confluence as program management and knowledge platforms • Strong written and verbal communication skills • Highly organized with the ability to prioritize and advance multiple competing priorities in a high-volume, fast-paced environment • Ability to interact professionally and collaboratively with teammates, clients, and business partners • Excellent judgment and creative problem-solving skills • Ability to respond to team member and client requests during core business hours • Active listening and collaboration skills • Bachelor's degree in relevant discipline; additional directly relevant experience may be considered in lieu of a degree • Minimum of ten (10) years of progressive IT program or project management experience, including at least five (5) years managing federal IT programs • Active PMP certification, or SAFe Program Consultant (SPC) or Release Train Engineer certification, strongly preferred • Ability to provide a resume suitable for submission as designated Key Personnel
