• Lead user research and service design for discovery and analysis of a legacy water rights administration system • Conduct on-site and remote research with district offices, hydrology, field operations, legal/hearings, administrative functions, and public users • Map current workflows, information, records, decisions, handoffs, paper processes, data re-entry, adjacent tools, spreadsheets, and workarounds • Produce validated journey maps, workflow maps, swimlane diagrams, system interaction maps, personas, and service blueprints • Review forms, reports, and documents with technical subject-matter experts • Contribute the human decision-making perspective to decision and rules inventories • Facilitate stakeholder working sessions and scenario walkthroughs using real cases • Define design priorities and resolve tradeoffs against permit throughput, data timeliness and trust, and defensible decision-making • Translate validated workflows into future-state UI and workflow concepts • Build and maintain Figma prototype concepts and share them for client review • Apply WCAG 2.1 AA and Section 508 accessibility requirements • Make system status, provenance, validation outcomes, and review steps explicit • Maintain version-controlled research and design artifacts in client collaboration systems • Partner with the Technical Lead to align workflows, data meaning, and technical behavior • Use AI-assisted tools to accelerate research synthesis and validate draft outputs with agency staff • Contribute findings and problem statements to the phased modernization roadmap • Prepare artifacts for a follow-on implementation vendor and future procurement
• Bachelor's degree in Computer Science, Information Systems, Engineering, Business, Human-Computer Interaction, Design, Human Factors, or a related field • An equivalent combination of education, training, certifications, and directly related experience will also be considered • In lieu of a bachelor's degree, two (2) additional years of directly related professional experience may be substituted • Minimum of 8 years of related experience in user research, interaction design, or service design • Experience conducting qualitative research with operational staff, including role-based interviews, workflow observation and shadowing, contextual inquiry, and stakeholder workshops • Experience producing and validating journey maps, service blueprints, swim lane and workflow maps, system interaction maps, and personas • Experience facilitating cross-role working sessions using real cases • Experience translating research into annotated prototypes with documented design rationale and iterating with users • Proficiency in Figma or a comparable tool • Working knowledge of WCAG 2.1 AA and Section 508 • Experience maintaining artifacts in shared, version-controlled collaboration environments such as Miro, Lucid, Confluence, SharePoint, and Jira • Ability to travel to client sites as needed • Strong attention to detail • Excellent written and verbal communication skills
