• Lead and mature the Project Management Office responsible for complex, turnkey municipal technology projects • Lead and oversee a distributed team of Project Managers from contract award through project closeout • Establish and enforce standardized project management methodologies, governance, tools, and reporting • Ensure projects meet schedule, scope, contractual, regulatory, and licensing requirements • Escalate complex project risks, customer issues, and cross-functional challenges • Develop and manage relationships with installation, integration, and construction subcontractors • Oversee subcontractor selection, scope definition, performance management, and contract adherence • Partner with Sales and Customer Success on project handoffs, scope clarity, and customer communication • Support pre-sales activities including RFP reviews, implementation planning, risk assessments, and execution strategy • Collaborate with Product, Engineering, and Technology partners on system capabilities and deployment requirements • Develop customer-facing project value messaging, case studies, reference projects, and marketing collateral • Improve efficiency, consistency, and profitability through process optimization, tooling, and resource planning • Recruit, develop, mentor, and retain the project management organization • Establish career paths, competency models, training frameworks, performance reviews, and capability assessments • Define and track KPIs for project delivery, customer satisfaction, margin performance, and resource utilization • Report PMO performance, risks, trends, and improvement opportunities to senior leadership • Drive continuous improvement, margin accountability, and cost controls across the PMO
• Bachelor’s degree in Construction Management, Business, Information Systems, Engineering or a related field (or equivalent experience) • 8–10+ years of project or program management experience, including leadership of project management teams • Experience delivering complex, multi-stakeholder projects, preferably within utilities, infrastructure, construction, or technology deployments • Strong understanding of contract management, subcontractor oversight, and financial performance drivers • Ability to lead cross-functional teams and influence without direct authority • Excellent communication skills with customers, executive partners, and field teams • Champion safety leadership in coordination with Operations and Field teams • Ability to travel approximately 25%–35% • PMP, PGMP, or equivalent certification preferred • Experience with AMI/AMR systems, municipal technology, or utility infrastructure projects preferred • Familiarity with PMO tools and platforms such as Microsoft Project, Planner, Smartsheet, or similar systems preferred • Strong analytical and financial skills, including forecasting, margin management, and resource planning • Experience building scalable processes, templates, and governance frameworks • Background in safety-sensitive or regulated project environments preferred
