📋 Description

• Coordinate financial and accounting operations and provide financial monitoring, support, and guidance to country offices and project staff • Provide financial management and analyze financial data and project-fund budgets • Prepare required reports for funding agencies and ensure compliance with donor requirements • Oversee subaward management and respond to inquiries and assist with trainings • Guide financial success through high-level analytical expertise • Review and process final cost objective requests • Provide analysis and business modeling support for strategic initiatives involving senior management and field operations • Analyze performance trends, model complex business decisions, track performance, and present results • Create, review, and monitor multiple country program budgets with annual budgets from $1–20M • Collaborate with other teams and offices on cost-to-complete analyses • Assess subaward capacity and review and monitor budgets and expenditures • Provide on-site and remote financial technical assistance to country-based staff • Interpret discrepancies and variations in financial data • Process invoices from sub-awardees, consultants, and vendors, and process travel expense reports • Analyze and resolve complex challenges independently • Use financial systems to produce reports, analyses, financial models, and databases • Ensure compliance with applicable state and federal statutes and GAAP • Apply acquisition principles and regulatory understanding in financial monitoring, reporting, and oversight • Document complex or unique issues and articulate written conclusions • Implement, enhance, and evaluate tools, systems, and processes • Serve as a trusted advisor to management • Prepare and analyze complex financial matters and recommend solutions • Recommend and support procedure development and corrective action • May implement departmental work plans, provide input for performance reviews, support hiring decisions, review training opportunities, and lead employee growth and development initiatives • Travel 10–15%

🎯 Requirements

• Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting, or Related Field, or an equivalent combination of relevant education and/or experience • 8 years of progressively responsible finance and operational management experience • Experience providing financial management of Department of State global awards • Experience directly supporting program and country offices • Experience directly overseeing subrecipients and executing subrecipient pre-award and monitoring tasks • Hands-on experience creating budgets, monitoring costs, and preparing estimate-to-complete analyses • Advanced knowledge of U.S. Government grants, contracting, and auditing standards • Advanced knowledge of acquisition principles, regulations, and financial contract management • Excellent analytical and organizational skills • Articulate, professional communication with clients and staff • Fluent English reading, writing, and speaking required • French/Spanish fluency preferred • NGO, government, or private-sector experience preferred • Experience working under minimal supervision • Proficiency in spreadsheet software required • Knowledge of applicable state and federal statutes and Generally Accepted Accounting Procedures (GAAP) • Advanced technical and administrative knowledge of relevant rules and regulations • Ability to analyze complex business and program issues and make recommendations • Ability to establish and maintain professional working relationships • Ability to work independently • Ability to spend long hours looking at a computer screen and performing repetitive keyboard work • Ability to sit and stand for extended periods • Ability to lift/move 5 lbs. • Ability to use personal computers, Microsoft Office, email, telephone, printer, calculator, copier, cell phones, PDAs, and other handheld devices • Must consent to reference, criminal record, terrorism finance, and misconduct disclosure screening checks
