📋 Description

• Provide technical, administrative, and operational leadership for assigned projects or tasks • Review project and budget status, manage schedules, and prepare status reports • Serve as primary point of contact for schedule, budget, status reporting, issues, and risks • Lead cloud experts in Oracle Cloud Infrastructure migration planning and migration of applications, databases, and infrastructure from on-premises to OCI • Transition, lead, and grow the cloud team during the 20–30-month cloud migration strategy • Lead operations, architecture, and development staff across multiple cloud projects and initiatives • Develop technical project plans, proposals, reports, task orders, and administrative reporting • Manage risks and issues through closure • Develop documentation and facilitate training and knowledge-transfer programs • Support vendor and partner evaluation, contract discussions, and performance oversight • Establish and report KPIs and migration and operational-health metrics • Monitor cloud and project costs and recommend cost-effective strategies and resource allocations • Collaborate with security and compliance teams to meet regulatory, contractual, and internal policy requirements • Identify opportunities for process optimization, automation, and operational enhancement • Monitor customer satisfaction and proactively address concerns • Develop and execute change-management and stakeholder-communication plans • Enforce quality standards, peer reviews, and measurable acceptance criteria • Maintain vendor and partner engagement to remove blockers and accelerate decisions • Implement change management and stakeholder communications for MAC/CMS partners • Build and maintain the integrated master schedule and dependency map • Establish governance cadences including standups, risk reviews, release readiness, and executive reporting

🎯 Requirements

• Bachelor’s degree in computer science, Engineering, Information Technology, or related discipline; relevant years of work experience may be substituted for a degree • 5+ years of related experience • Demonstrated experience serving as a Project Manager for a large-scale cloud planning and migration initiative • Experience in 1 or 2 on-premises-to-cloud migration projects, preferably to OCI • 5 years of project management experience, preferably in large technology, engineering, infrastructure, or cloud projects • 3+ years of major cloud experience in a program delivery role • Expertise in cloud service delivery models and technology/cloud concepts • Strong organizational and interpersonal skills • Experience working with stakeholders and development teams • Strong written and verbal communication skills • Ability to work collaboratively in a fast-paced dynamic environment • Ability to travel to Maryland (Baltimore area) 10–25% • Ability to pass CMS background check • Must meet the residency requirement of having resided in the US for at least 3 of the past 5 years to obtain a Public Trust • Desired: 1+ years in a DevSecOps/DevOps environment • Desired: Experience with Oracle Cloud services and provisioning/automating Oracle Cloud infrastructure, services, and tools • Desired: Experience with Docker, Kubernetes, and Ansible • Desired: Knowledge of end-to-end modern agile software development • Desired: Any cloud certification, preferably OCI certification • Desired: PMP Certificate
