📋 Description

• Co-design and execute the MicroBuild Initiative’s impact measurement system • Develop the IMM/MEARL plan, theory of change, impact thesis, objectives, indicators, data methods, responsibilities, and research strategy • Develop low-income housing-specific outcome measures • Align measurement practices with TCIS, Habitat, UN Sustainable Development Goals, IRIS+, HIPSO, and the Operating Principles for Impact Management • Establish documented evidence standards across the Fund and technical assistance facility • Collaborate with the fund manager on investee reporting requirements and reporting calendars • Own data collection workflows and monitor impact performance against targets and thresholds • Analyze variances, benchmark sector data, and identify data validity concerns • Establish baselines and measure changes resulting from Habitat’s technical assistance • Conduct data quality reviews and report findings • Establish methodologies for household-level outcome claims • Commission and manage independent client outcome measurement and multi-country evaluations • Scope, procure, and manage research firms, evaluators, and survey providers • Support annual impact reporting and prepare periodic reports for Habitat, donors, the board, and stakeholders • Ensure impact reporting meets applicable European sustainable finance disclosure requirements • Provide technical input for resource development and investor relations • Translate complex methodological findings into clear written materials and presentations • Lead learning cycles that inform portfolio, technical assistance, and measurement decisions • Analyze links between impact performance, institutional business models, and financial performance • Document how capital and technical assistance contribute to system-level change in housing finance markets • Publish insights, lead internal learning sessions, and collaborate with Communications • Represent the Initiative in industry measurement forums, including GIIN

🎯 Requirements

• Master’s degree or equivalent in economics, statistics, evaluation, public policy, or a related discipline with substantive training in quantitative causal research methods • At least eight years of experience in impact measurement and management or monitoring, evaluation, and learning • Experience designing impact measurement/MEARL frameworks for funds or private sector development programs • Experience collaborating with external fund managers or implementing partners and constructively challenging their methodologies and reporting • Experience commissioning and managing independent client outcome studies and evaluations • Experience measuring outcomes through intermediaries and improving partner-reported data quality • Experience with microfinance institutions and other financial providers in developing and emerging markets • Practical command of IRIS+, the Operating Principles for Impact Management, and the Impact Performance Reporting Norms in a fund context • Strong knowledge of survey design, sampling, questionnaire development, and experimental and quasi-experimental evaluation • Strong written and oral English communication skills • Advanced Excel skills • Active support of HFHI Values • Willingness to affirm Habitat for Humanity principles and values • Ability to take seriously ethical responsibilities related to safeguarding beneficiaries and communities
