📋 Description

• Lead complex, strategic programs spanning organizational boundaries • Oversee internal employees and vendors to achieve program goals and objectives • Plan, execute, monitor and control program work efforts, including financial, resource and benefits management • Provide regular status updates to Steering Committees, stakeholder groups and executive leadership • Manage an annual program budget of $5M+ • Directly manage EPMO project management staff to ensure client satisfaction and service delivery • Report and analyze program-related work efforts • Monitor and report project resource capacity and demand • Define, prioritize, plan, execute, monitor and evaluate programs • Establish goals, objectives, timelines and measurable milestones • Track risks, issues, dependencies, contingency plans and resource allocation • Ensure compliance with EPMO standards, guidelines and regulatory requirements • Review status reports and modify plans as required • Coordinate requests for changes from original specifications • Manage project estimates, forecasts and actuals • Ensure deliverables meet quality standards and appropriate delivery methodologies are used • Oversee programs from inception through successful implementation • Develop and maintain integrated program plans, project plans and program-level documentation • Assign duties and coordinate project team activities to keep programs on schedule and within budget • Prepare program and project status reports and keep stakeholders informed • Monitor results against technical and business specifications • Ensure quality assurance test plans are created and executed • Identify and recommend project methods and tools • Provide thought leadership for problem solving supporting business needs • Recruit, onboard and develop project management professionals • Advise project personnel and creatively resolve problems • Plan team resource needs, allocate, supervise and review work • Promote project management culture among program stakeholders • Identify and address team training requirements • Lead a team of 3–10 project management professionals • Conduct semi-annual performance evaluations

🎯 Requirements

• High School Diploma/GED required • Bachelor degree preferred or relevant experience in lieu of degree • Minimum 7 years professional business experience, preferably in the Health Insurance Industry • Minimum 5 years of experience leading large scale broad-based programs/projects • Must have managed multi-year Programs/Projects with budgets in excess of $5M • Experience with project and portfolio management tools and financial support systems strongly preferred • PMI Project Management Professional (PMP) Certification required or must obtain within one (1) year of hire • PMI Program Manager certification preferred • Agile Certified Practitioner (ACP) Certification preferred • Strong program management skills • Strong PC skills and expertise in MS-Office suite including MS Project and Visio • Effective oral and written communication skills • Demonstrated understanding of the software development process, including requirements gathering, analysis/design, development tools/technologies, release/version control, contemporary testing methodologies and deployment management • Strong analysis, design and implementation experience • Knowledge of project financial management best practices in estimating, forecasting, and tracking actuals • Ability to navigate conflict and manage political issues in a highly matrixed environment • Management understanding of hardware and systems software • Ability to conceptualize, document and articulate creative solutions to executive leadership • Ability to establish and maintain customer trust and confidence • Ability to communicate needs and schedules to IT and business owners and ensure plans and standards are adhered to • Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware
