📋 Description

• Formulate research and support development of value-added products and solutions for Medicaid and CHIP business operations and policy • Lead evaluations of advanced technologies, assessing effectiveness, efficiency, security, cost, and other factors • Design and lead NLP and LLM/RAG projects for extracting insights from unstructured text • Perform business analysis and independent research using statistical analysis, explanatory and predictive modeling, and data mining • Interpret Medicaid datasets covering eligibility, enrollment, claims, expenditures, oversight, scorecards, utilization, and performance metrics • Develop information and technical architecture, configure models, evaluate performance, modify parameters, and help set technical standards • Collaborate with stakeholders to identify analytical requirements and produce ad hoc data reports and visualizations using HCD and UX best practices • Conduct qualitative design research and exploratory data analysis for policy initiatives and program oversight • Work in an agile team of data analysts and scientists • Develop technical documentation and deliverables, including presentation slides, reports, and draft manuscripts • Communicate findings to clients and scientific audiences through oral presentations and clear explanations of complex concepts • Build predictive models, data visualizations, and analytical tools

🎯 Requirements

• U.S. Citizen or authorized to work in the United States • Resided in the U.S. for at least three of the past five years • Eligible to obtain a federal government client badge • Successfully pass a Public Trust background investigation • Master's degree and minimum of 10 years of professional experience, including at least 6 years of information technology experience, or equivalent combination of education and experience • Four years of specialized experience may substitute for a master's degree • Minimum of 4 years of experience conducting complex data analysis and applying data visualization techniques • Experience analyzing and researching Medicaid and CHIP domains, including Eligibility and Enrollment Performance Indicator data, T-MSIS Analytic Files (TAF), Behavioral Health, expenditures, Form CMS-416 reporting, and health outcomes • Experience supporting CMS or other federal or state government agencies is preferred • Expert-level Python proficiency, including developing, reviewing, testing, and maintaining analytical code with data science, machine learning, and statistical libraries • Hands-on NLP, LLM, and RAG solution design, development, and implementation experience • Experience with GitHub and CI/CD tools such as Jenkins • Subject matter expertise in text analytics, information extraction, document intelligence, and unstructured data analysis • Strong foundation in probability distributions, hypothesis testing, regression analysis, predictive modeling, and quantitative research methodologies • Excellent written, verbal, and presentation communication skills • Experience with interactive data visualizations and dashboards using Tableau, Power BI, AWS QuickSight, or similar is preferred • Experience with Guru, Glean, Databricks AI, and machine learning or generative AI capabilities is preferred
