• Lead and manage day-to-day operations of the migration enablement team • Provide technical direction, workload prioritization, and performance oversight across active enablement workstreams • Direct technical triage of pre-registered applications and document identity state, gap analyses, risk registers, and enablement pathways • Develop and implement application-specific enablement approaches, including self-service, automated, and white-glove pathways • Oversee logical network connections between the ICAM stack and target applications • Ensure authentication requests use Okta IdP and access management uses SailPoint IGA in production • Lead development and deployment of custom tools, scripts, and middleware for legacy application integration • Provide architectural guidance on RBAC and ABAC access-control redesign • Guide Application Owners through registration, credential issuance, enrollment, authentication, authorization, and UAT • Manage the enablement pipeline and maintain real-time status updates in tracking databases and metrics dashboards • Execute the Application Owner Escalation Matrix and manage Government-Induced Hold statuses • Adjust team composition and resource allocation based on workload, complexity, and specialties • Collaborate with the Program Manager and Deputy Program Manager on status, risks, and issue-resolution recommendations • Ensure compliance with DoD security requirements, CUI handling, OPSEC, DFARS, and DoDM 8140.03 • Support test planning, UAT events, defect resolution, and Software Test Report preparation • Ensure integrations, connectors, APIs, and custom tools comply with DFARS data-rights provisions and are documented for Government delivery • Maintain institutional knowledge and knowledge-management practices • Improve enablement processes, playbooks, and standard operating procedures
• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, or a related field from an accredited college or university • Minimum of 7 years of experience in information technology • At least 3 years in a technical lead or team lead capacity managing IT integration, migration, or identity management efforts • Minimum of 3 years of hands-on experience with Identity and Access Management (IAM) technologies, enterprise application integration, or related cybersecurity disciplines • Demonstrated experience leading technical teams through complex, multi-phase IT integration or migration programs in a federal government environment • Active Secret clearance • Must be able to satisfy requirements for CAC-card issuance and NIPRNet access • Annual DoD CyberAwareness training and certification • Exceptional communication skills in English, written and oral • Hands-on experience with Identity Provider technologies, particularly Okta, including SSO configuration, MFA implementation, and application integration • Hands-on experience with Identity Governance and Administration platforms, particularly SailPoint IdentityIQ, including automated provisioning and deprovisioning, entitlement management, and access certification campaigns • Working knowledge of SAML, OAuth 2.0, OIDC, and SCIM • Experience integrating modern and legacy applications with enterprise identity platforms, including custom connectors, middleware, or scripts • Familiarity with RBAC and ABAC design principles • Experience managing and executing UAT activities, including test plan development, defect tracking, and test reporting • Ability to develop and implement tiered enablement approaches • Knowledge of Zero Trust Architecture principles in a DoD context • Ability to manage multiple application enablement efforts simultaneously • Familiarity with CUI handling, OPSEC, DFARS 252.204-7012, and DoDM 8140.03 cybersecurity certification requirements • Proficiency with Microsoft Office Suite and Microsoft Teams • Ability to obtain and maintain required DoD cybersecurity certifications per DoDM 8140.03, such as Security+ for IAT II or equivalent • Preferred: Master's degree in a relevant field • Preferred: Prior DoD IT program experience, particularly ICAM or Zero Trust • Preferred: IDIQ/Task Order contract vehicle experience • Desired: Okta or SailPoint certifications, CISSP, CompTIA Security+, PMP, Section 508, CDRL, SOD, Agile/Waterfall, program tracking databases, metrics dashboards, and DFARS data rights experience
