• Lead and manage day-to-day operations of the migration enablement team, providing technical direction, workload prioritization, and performance oversight across all active enablement workstreams. • Direct the comprehensive technical triage of pre-registered applications, ensuring each application is assessed for compatibility and readiness, and that triage findings—including current identity state, gap analyses, risk registers, and enablement pathway determinations—are thoroughly documented in the Enablement Tracking Database. • Develop and implement enablement approaches tailored to each application's unique technical characteristics, including self-service and automated pathways for simpler applications and dedicated "white glove" professional services for complex, legacy, or mission-critical systems. • Oversee the establishment of logical network connections between the ICAM technical stack and target applications, ensuring 100% of user authentication requests are handled via Okta IdP and 100% of user access management is handled via SailPoint IGA in production environments. • Lead the engineering, development, and deployment of custom tools, scripts, and middleware capabilities to facilitate the integration of legacy applications that cannot natively support modern identity protocols. • Provide expert technical guidance and architectural recommendations to Application Owners on redesigning access control modules to leverage Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC). • Guide Application Owners through the full enablement lifecycle, including application registration, credential issuance, enrollment workflows, authentication and authorization configuration, and User Acceptance Testing (UAT). • Manage and monitor the enablement pipeline, tracking application status across all phases (e.g., Registered, In Triage, In Progress, On Hold, UAT, Complete) and ensuring accurate, real-time updates are maintained in the Enablement Tracking Database and Metrics Dashboard. • Execute the Application Owner Escalation Matrix process, documenting all engagement attempts, escalating non-responsive application owners to the COR per established timelines, and transitioning stalled applications to Government-Induced Hold (GIH) status as appropriate. • Dynamically adjust team composition and resource allocation based on current workload demands, application complexity, and required technical specialties to maintain enablement velocity and meet program milestones. • Collaborate with the Program Manager and Deputy Program Manager to provide accurate and timely program status updates, risk identification, and issue resolution recommendations. • Ensure all enablement activities comply with applicable DoD security requirements, including CUI handling, OPSEC, DFARS 252.204-7012, and DoD cybersecurity certification requirements per DoDM 8140.03. • Support the Test Program by contributing to the development of the Master Test Plan and Software Test Plans, and by actively supporting UAT events, defect resolution, and Software Test Report preparation. • Ensure all integration solutions, connectors, APIs, and custom tools developed under the contract comply with DFARS data rights provisions and are properly documented and delivered to the Government. • Maintain institutional knowledge across the team, implementing knowledge management practices that ensure continuity of operations through personnel transitions and evolving program requirements. • Contribute to the development and continuous improvement of enablement processes, playbooks, and standard operating procedures to drive efficiency and repeatability across the application portfolio.
• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, or a related field from an accredited college or university • Minimum of 7 years of experience in information technology, with at least 3 years in a technical lead or team lead capacity managing IT integration, migration, or identity management efforts • Minimum of 3 years of hands-on experience with Identity and Access Management (IAM) technologies, enterprise application integration, or related cybersecurity disciplines • Demonstrated experience leading technical teams through complex, multi-phase IT integration or migration programs in a federal government environment • Active Secret clearance. Must be able to satisfy requirements for CAC-card issuance and NIPRNet access, including annual DoD CyberAwareness training and certification. • Exceptional communication skills in English—both written and oral—with the demonstrated ability to effectively communicate technical concepts and program status to both technical engineers and non-technical Government stakeholders and application owners • Proven technical leadership skills with the ability to direct, mentor, and manage cross-functional engineering teams in a dynamic, high-volume program environment • Hands-on experience with Identity Provider (IdP) technologies, particularly Okta, including SSO configuration, MFA implementation, and application integration • Hands-on experience with Identity Governance and Administration (IGA) platforms, particularly SailPoint IdentityIQ (IIQ), including automated provisioning and deprovisioning, entitlement management, and access certification campaigns.
