📋 Description

• Lead the design of supply chain and logistics software for a federal health customer. • Work directly with customer stakeholders and delivery teams. • Own the technical direction and stay close enough to the build to keep it grounded. • Analyze operational problems and define system scope and objectives. • Write requirements delivery teams can build from and defend them when challenged. • Run research, fact-finding, and testing to validate requirements before commitment. • Present recommendations on system enhancements and alternatives to stakeholders. • Act as the functional expert on the product line for the team and customer.

🎯 Requirements

• Applicants need to be a US Citizen to be considered for the position and have physically resided in the United States for a minimum of 3 years due to background investigation requirements. • Bachelor's degree and 15+ years of business systems or process analysis experience. • Demonstrated ownership of requirements for a system through delivery, not just handoff. • Experience running elicitation directly with operational end users, and operating a structured intake process for incoming requirements. • Process modeling and gap analysis on systems being modernized or replaced. • Experience presenting recommendations to government or executive stakeholders. • Maintaining requirements traceability in a managed toolset, linking requirements through change, test cases and results. • Working inside SAFe, including Program Increment planning and backlog management across teams. • Ability to obtain and maintain a federal background investigation (Public Trust). • Applicants selected will be subject to a Security Investigation and may need to meet requirements for access to protected and/or classified information. • Preferred: Experience on federal health IT programs. • Preferred: Supply chain, logistics, inventory or asset management domain depth. • Preferred: Experience with requirements and backlog management in Jira. • Preferred: User acceptance testing ownership. • Preferred: Defining requirements that meet Section 508 accessibility standards. • Preferred: CBAP, PMI-PBA or equivalent certification. • Preferred: Familiarity with federal IT governance and approved-tooling processes.
