📋 Description

• Provide technical expertise in quantum computing, quantum information science, cryptography, and post-quantum cryptography for VA cybersecurity architecture and engineering initiatives • Analyze quantum computing impacts and quantum-related cybersecurity risks across VA systems, applications, infrastructure, data protections, and cryptographic implementations • Assess cryptographic implementations, protocols, algorithms, certificates, keys, and supporting technologies for quantum-enabled vulnerabilities • Develop and maintain an enterprise cryptographic inventory and risk-based migration priorities • Develop Cryptographic Inventory and Migration Plans and recommend post-quantum cryptography migration strategies • Provide technical guidance aligned with NIST post-quantum cryptography standards, including FIPS 203, FIPS 204, and FIPS 205 • Evaluate quantum-resistant algorithms and technologies across enterprise systems, networks, cloud environments, data protection solutions, and identity infrastructures • Support crypto-agile architectures and cryptographic modernization approaches • Perform technical analysis, prototyping, modeling, and testing using classical and quantum simulation tools • Develop, implement, and test cryptographic algorithms and engineering solutions using Python, C++, and Java • Use Qiskit, Cirq, Quipper, and Microsoft Quantum Development Kit for research, simulation, testing, and technical analysis • Conduct security posture assessments, architecture reviews, and engineering assessments • Develop recommendations addressing cryptographic vulnerabilities and “harvest now, decrypt later” risks • Support secure solution architectures, security patterns, reference architectures, policies, standards, and governance documentation • Participate in design reviews, architecture reviews, modernization initiatives, pilots, working groups, and governance forums • Collaborate with cybersecurity, application, cloud, DevSecOps, network, identity, program management, and Government stakeholders • Communicate quantum and cryptographic risks to technical teams, leadership, and executives • Develop technical assessments, white papers, implementation recommendations, risk analyses, briefings, and presentations • Track emerging quantum-computing capabilities, cryptographic technologies, and evolving standards • Support requirements development, configuration management, risk tracking, implementation planning, and transition sequencing

🎯 Requirements

• Bachelor's degree in Cybersecurity, Mathematics, Computer Science, or related field • Minimum 10 years of IT experience, including at least 5 years of quantum computing and cryptography experience at a large corporation or Government agency comparable to GSA, IRS, DoD, or VA • Certification in one of the following: IAT III, IAM III, or IASAE III • Position is contingent upon contract award
