📋 Description

• Support the Defense Sector’s growing business areas as a Senior Subcontracts Specialist • Manage activities across the entire procurement cycle, including NDA and teaming agreement negotiation, solicitation package preparation, subcontractor proposal evaluation, price analysis, terms and conditions negotiation, subcontract administration, issue resolution, and closeout • Create moderate to complex RFP solicitations in accordance with Government and Leidos requirements • Negotiate NDAs and teaming agreements • Evaluate supplier proposal responses • Conduct price and cost analysis • Negotiate pricing and terms and conditions with subcontractors • Administer subcontracts of various types and complexity • Identify and resolve moderate subcontract issues and make recommendations to management • Perform subcontract close-out activities • Lead negotiations and execution of strategic long-term agreements with key suppliers • Collaborate with Contracts, Supply Chain, Business Development, Program Management, Engineering, Manufacturing, Finance, and other stakeholders • Identify and mitigate complex issues or risks across the managed subcontract portfolio • Translate supplier data into executive-ready insights, recommendations, and action plans • Report directly to the Director, Global Supply Chain • Travel occasionally for in-person engagements with internal customers and suppliers across multiple Leidos sites

🎯 Requirements

• Bachelor’s degree or equivalent experience and 4+ years of prior relevant experience, or Master’s degree with 2+ years of prior relevant experience; equivalent experience may be considered in-lieu of a degree • Generally, 2+ years of experience supervising or leading teams or projects • Experience awarding and managing subcontracts in a government approved purchasing system (CPSR) • Advanced knowledge of FAR/DFARS, other Federal agency requirements, and small business participation • Negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position • Track record managing various subcontract types and interfacing with internal customers, functional support staff, and suppliers • Experience independently leading the subcontracts portion of proposal efforts • Organizational skills to manage concurrent projects and prioritize actions effectively • Ability to communicate clearly and present status updates and issues to senior management, internal partners, and suppliers • Able to obtain and maintain a US DoW security clearance • Must be a US citizen • Preferred: Experience supporting Department of Defense and Federal programs, programs of record, capture pursuits, and large government acquisitions in the Defense/Aerospace industry • Preferred: Working knowledge of CPSR compliance, NIST SP 800-171, and cyber/supplier readiness requirements • Preferred: Knowledge of Lean, Six Sigma, or similar process improvement methodologies • Preferred: CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or other relevant professional certification • Preferred: Experience with defense technology supply chains, supplier relationships, team leadership, ERP systems, Deltek Costpoint, and procurement systems such as Ivalua
