📋 Description

• Serve as the overall Account Leader responsible for client relationship success, program delivery, technical solution advancement, operational excellence, and client satisfaction • Provide executive oversight for complex enrollment and premium processing technology and business operations programs • Oversee project financial performance, including budgeting, forecasting, profit and loss analysis, and financial controls • Ensure operations comply with contract requirements and state and federal regulations • Oversee administrative operations, including budget, human resources, and financial controls • Plan and schedule priorities to achieve operational and performance goals • Review management, productivity, and financial reports to ensure program objectives are met • Participate in audits, research studies, forecasts, and modeling exercises • Manage operational managers through performance monitoring, mentoring, and professional development guidance • Align enterprise resource assignments and utilization with staffing needs • Establish milestones, schedules, priorities, and resources for strategic initiatives • Manage initiatives across budget, schedule, resources, and organizational alignment • Guide RFI, RFP, and RFQ responses, including management approaches, whitepapers, and concept development • Lead large-scale cross-functional programs from strategy through implementation and operational stabilization • Oversee program planning, scope, budgets, schedules, dependencies, and resource allocation • Establish governance processes, manage risks and issues, and coordinate escalation management • Align business, operational, technical, PMO, testing, and vendor teams • Monitor program metrics and adjust strategies to maintain delivery commitments • Lead operational transformation, process optimization, automation, and technology modernization initiatives • Develop operational metrics, reporting frameworks, and continuous improvement plans • Improve productivity, service levels, operational readiness, workforce effectiveness, quality, compliance, and customer experience

🎯 Requirements

• Bachelor's degree in related field required • 12–15 years of professional experience in a related field required • Experience leading government services programs within the Health and Human Services (HHS) sector • Experience managing large, complex programs with operational and technology delivery responsibility • Proven success leading cross-functional teams in a client-facing environment • Strong critical thinking and problem-solving skills • Ability to assess situations, adapt to changing business needs, and make sound decisions • Ability to balance strategic leadership with hands-on operational oversight and day-to-day program management • Experience within Agile software development and Software Development Life Cycle (SDLC) environments preferred • Executive presence and influencing skills preferred • Client relationship management capabilities preferred • Strategic thinking and business acumen preferred • Expertise in enrollment and premium technology and systems preferred • Technical program leadership experience preferred • Risk and issue management skills preferred • Financial and contract management expertise preferred • Home office requires reliable high-speed internet, with minimum 20 Mbps download/50 Mbps for shared internet connectivity and minimum 5 Mbps upload speeds • Private and secure workspace required
