📋 Description

• Serve as the overall Account Leader responsible for client relationship success • Provide strategic leadership for program delivery, technical solution advancement, operational excellence, and client satisfaction • Partner with executive stakeholders, business leaders, and technical teams • Oversee implementation, operation, and continuous improvement of enrollment and premium processing technology and business operations programs • Provide executive oversight of program delivery and drive innovation, operational efficiencies, and technology-enabled transformation • Oversee and manage financial performance, including budgeting, forecasting, and profit and loss analysis • Ensure compliance with contract requirements and state and federal regulations • Align goals and objectives with project strategies • Oversee administrative operations, budget, financial controls, and human resources • Plan and schedule priorities for operational and performance goals • Review management, productivity, and financial reports • Participate in audits, research studies, forecasts, and modeling exercises • Manage operational managers, monitor performance, and provide mentoring and professional development guidance • Manage resource assignments and utilization and align staffing levels • Establish priorities, milestones, schedules, and resources for strategic initiatives • Manage initiative budgets, schedules, resource availability, and organizational alignment • Guide RFIs, RFPs, and RFQs and develop responses, management approaches, whitepapers, and concepts • Lead large-scale cross-functional programs from strategy through implementation and operational stabilization • Oversee program planning, scope, budgets, schedules, dependencies, and resource allocation • Establish governance processes and manage risks, issues, and escalations • Align business, operational, technical, PMO, testing, and vendor teams • Monitor program performance and adjust strategies to maintain delivery commitments • Lead operational transformation and process optimization initiatives • Develop operational metrics, reporting frameworks, and continuous improvement plans • Improve productivity, service levels, operational readiness, and workforce effectiveness • Drive accountability, innovation, operational excellence, and technology modernization • Travel occasionally for client meetings, business needs, and program-related activities

🎯 Requirements

• Bachelor's degree in related field required • 12-15 years of professional experience in a related field required • Experience leading government services programs within the Health and Human Services (HHS) sector • Experience managing large, complex programs with responsibility for operational and technology delivery • Experience leading cross-functional teams in a client-facing environment • Strong critical thinking and problem-solving skills • Ability to assess situations, adapt to changing business needs, and make sound decisions • Ability to balance strategic leadership with hands-on operational oversight and day-to-day program management • Experience within Agile software development and Software Development Life Cycle (SDLC) environments • Executive presence and influencing skills • Client relationship management capabilities • Strategic thinking and business acumen • Expertise in enrollment and premium technology and systems • Technical program leadership experience • Commitment to operational excellence and continuous improvement • Risk and issue management skills • Financial and contract management expertise • Ability to lead cross-functional teams • Experience driving change management and organizational transformation initiatives • Reliable high-speed internet service: minimum 20 Mbps download speeds/50 Mbps for shared internet connectivity and minimum 5 Mbps upload speeds • Private and secure workspace
