📋 Description

• Prepare, review, and sign/stamp Engineer’s Reports for assessment and special district formations and annual administration • Conduct technical analyses and develop cost estimates for the construction, operation, and maintenance of public improvements • Develop and apply assessment methodologies • Ensure compliance with Proposition 218 and other applicable statutory requirements • Manage the engineering components of multiple district projects simultaneously • Ensure quality control and timely delivery of work products • Collaborate with colleagues and stakeholders to communicate engineering principles and findings • Partner with Utility Rate and CAP and Fee Groups on rate analyses, cost allocation plans, and development impact fee studies • Support marketing and proposal efforts through technical input, scopes, cost estimates, interviews, and presentations • Build and maintain client relationships through responsive communication, technical accuracy, and professional integrity • Maintain current engineering licensure and knowledge of relevant legislation, regulations, and best practices • Mentor and provide technical guidance to junior staff

🎯 Requirements

• Bachelor’s degree in Civil Engineering, or a closely related field from an accredited college or university • Active Professional Civil Engineer (PE) license in the State of California (required) • Broad practical engineering experience across disciplines such as public works, infrastructure, or land development • Consulting experience or familiarity with public agency operations and funding mechanisms preferred • Strong analytical and problem-solving skills, with attention to detail and accuracy • Excellent written and verbal communication skills, with the ability to explain complex engineering and financial concepts to non-technical audiences • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) • Familiarity with GIS or CAD tools is a plus • Proven ability to manage multiple projects, prioritize work, and meet deadlines • Collaborative and proactive work style; calm and adaptable under pressure • Maintain current engineer licensure and knowledge of legislation, regulations, and best practices affecting special district engineering
