📋 Description

• Support financial analysis for a $200–250M program • Perform contract accounting and reporting • Manage project schedules • Track annual fiscal plans and monthly updates • Manage contract funding and purchasing administration • Support program business and functional operations • Identify and facilitate resolution of operational issues • Liaise between technical and functional areas • Migrate budget and forecasting processes from legacy spreadsheet-based tools to robust COTS or internally developed applications • Troubleshoot accounting and invoicing issues • Receive and review Government contract modifications and promptly analyze them for errors • Support program planning, monitoring, and financial activities • Maintain contract budgets • Prepare contract billing and estimates for materials, equipment, software, and hardware purchases • Review WAWF invoicing for accuracy • Complete and submit monthly contract deliverables, including eCRAFT • Perform quality-control checks on costs and timecards • Compile financial estimates • Use forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements • Monitor program requirements and cost performance against plans • Perform financial and administrative reporting for contracts and programs • Conduct variance, risk, and profit/loss analyses • Manage subcontractor funding and invoice approval • Ensure projects properly capture costs, recognize revenue, and bill customers • Ensure compliance with project setup policies and procedures and periodically update project information • Prepare forecasts, annual plans, and monthly submissions • Peer review final submissions • Perform routine and non-routine project financial reporting, including CDRLs, Project Status Reports, PMR Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and client-specific reports • Review timecards, travel vouchers, subcontractor invoices, and funding statements for compliance • Build complex spreadsheets and “What If” scenarios • Perform other duties as assigned

🎯 Requirements

• Bachelor’s degree in Computer Science, Business, or related field, including Economics, Marketing, Finance, Accounting, Management Information Systems, etc. • Minimum of 6 years’ experience in DoD project/program finance • Ability to build forecasts from the ground up, including application of wrap rates and correct burdens • Ability to analyze plans, forecasts, actual costs, variances, and communicate trends to program, line, and financial management • Ability to build reports and charts based on verbal guidance • Ability to build and maintain accurate forecasts for programs and projects • Ability to prepare adjusting journal entries and reconcile accounts and invoices • Quick study and highly adaptable problem solver • Experience managing finance and administrative team members • Extensive experience with Microsoft Excel • Must be able to obtain and maintain an active Secret clearance • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures • Knowledge of contract types, including Firm Fixed Price and Cost Plus • Development of Program Acquisition Documentation, Data Collection and Analysis, Cost Estimates, and Program Status Reports
