• Provide leadership in executing enterprise industrial cooperation and offset deliverables • Guide preparation, review, approval, and execution of offset and industrial engagement plans, proposals, transactions, and agreements • Support Business Development capture teams pursuing new business • Identify offset and industrial engagement strategies and conduct industrial development projects for competitive advantage • Lead enterprise-wide initiatives to satisfy industrial cooperation and offset commitments • Advise the enterprise on offset and industrial engagement activities • Liaise between senior leadership, management, and key stakeholders on customer issues related to offset and industrial participation • Coordinate with sector functional stakeholders and international program offices on offset and industrial participation opportunities • Coordinate departmental and enterprise-wide functional teams and prioritize development of products and opportunities • Interpret and administer strategic policies, processes, and procedures supporting enterprise objectives • Support sectors with customer contract negotiations • Develop offset and industrial participation projects and strategies to obtain recognition for generated value and offset credits • Maintain worldwide expertise and contacts regarding offset and industrial participation policies and practices • Develop and maintain enterprise-level offset and industrial participation policies and procedures • Develop, socialize, and refine offset credit claim sheets with foreign customers and offset authorities • Develop, submit, and manage offset transaction sheets with foreign customers and offset authorities • Collect and analyze industry teammate and supplier data for offset reporting requirements • Analyze economic outcomes and recommend approaches based on country offset priorities and partner-country regulations • Oversee relevant business-winning processes for industry engagement and lead business-winning improvement activities
• Bachelor’s degree with 10+ years of related experience in industrial policy, offsets, or business development; or Master’s degree with 8 years of relevant experience • Appropriate combination of education and experience may be considered in lieu of the degree requirements • Executive-level communication and staffing experience with industrial cooperation, strategic development, and marketing programs • Experience developing executive-level briefings, reports, and marketing campaign plans for international customers • Technical expertise and application of program management principles, concepts, and practices • Program management and leadership skills, including organizing, planning, scheduling, and coordinating workloads to meet deadlines or milestones • Ability to develop solutions requiring coordination of technologies across program requirements • Strong communication, leadership, presentation, and interpersonal skills • Ability to interface with departments, management, staff, customers, potential customers, and government representatives • Customer-focused; able to work independently and in a team environment • Ability to work extended hours and travel as required • Experience interfacing with industry teammates and suppliers and engaging with international customers • Demonstrated success aligning teams and organizations toward a common goal • Ability to develop deep industrial relationships through understanding and trust • Preferred: Master’s in business administration or related field and 13+ years of progressively complex experience in business development and industrial cooperation • Experience developing large program controls for performance, budget, and schedule development • Management experience executing cross-functional projects involving operations, business development, engineering, production, and sustainment within contractual constraints • Ability to lead and execute project team performance meeting or exceeding customer expectations • Knowledge of Foreign Military and Direct Commercial Sales requirements development and contracting processes • Experience in aviation operations, maintenance repair and overhaul, sustainment, and training • Experience with FMS government acquisition programs and international programs desired • Strong negotiation and conflict/dispute resolution skills • Results-oriented and independent thinking, with analysis and decision-making based on available data • Attention to detail and compliance with government processes and forms • Articulate writing and research skills • Proficient in Excel, data management, and creating charts and reports • Travel up to 25%
